A River in Flood

Rivers in India are mostly flooded in the rainy season. They overflow and cause a heavy loss of both life and property. In flood, there is water for miles around and the communication break cause great misery and hardship to the flood victims.

Two years back there was an unusual heavy rain in our village. The river Yamuna is just two miles away from our village. The water reached our village and it also reached our house and the wall of our compound collapsed due to the force of water. The whole village came under knee deep water.

We left the house and belongings behind for safety was uppermost on our minds. We groped our way through the dark night in waist deep water and reached a raised platform and decided to spend the night there. Although we did not have a roof over our head we thanked God for saving our life.

Next day at break what we saw saddened us beyond words, for dead bodies of men, women and children could be seen floating around and different household items could also be seen floating in different directions. The fields of all the farmers were ruined in this flood which disheartened farmers beyond measure.

Soon the rescue party arrived and brought food and clothes for the villagers. The bodies were taken out from the water and boats were lowered in the flood water for those sitting on the roofs or trees. Relief work continued for several days. Various organisations also came forward to address the needs of victims. I will always remember the devotion and selflessness with which these organisations served the sick and needy people, as diseases had broken out after the flood.

Floods are very common in India. They usually occur during the rainy seasons, and due to heavy rains in the hills, the rivers are in space. A river in flood is a source of trouble for all. It plays with the life and property of the people. Crops are destroyed, animals are washed away and killed, and people lose their lives.

Due to the continuous and heavy rains, the river Sutlej was in fiercely overflowed its banks and flooded low-lying areas. The water crossed the danger mark. The water was raging in fury. The current was very strong. 

A warning was given to the people to vacate the villages. But there was no time to remove the goods. The people were in trouble. They at once made for the places of safety. Still many were caught in the flood.

The flood water surrounded the villages. Our village was the worst hit. Mud houses began to crumble. Even the bricked ones suffered heavy damage. Many heads of cattle were washed away. There was knee-deep water everywhere. The villagers assembled at a safe place. A common meal was prepared. Our village looked like an island. It was cut off from the rest of the country.

The government came to tour the rescue. Relief squad parties came to our village. They carried us on boats to safe places. They even gave us medicines and food.

When the water receded, the people returned to their villages. There was destruction all around. Animals were lying dead. Crops were ruined. Malaria soon broke out which took a heavy toll on lives. The government rendered all help to make our lives safe. There was a great loss of life and property.

It is a pity that even more than half a century after independence, India has not so far been able to establish any set policy for controlling floods. Millions of rupees set apart for flood control are actually pocketed by corrupt officials.

Last week, it rained very heavily in this part of the country. All the rivers, canals, lakes, and even streets were flooded.

I learnt that the Yamuna which runs only a few kilometers away from my house, was flooded and had submerged vast areas. I went to see the Yamuna in the flood.

I went there on my bicycle. I was moving on the main road. I saw a large number of people, mostly villagers, coming from the opposite direction with their household goods and cattle. I learnt that their houses and fields had been flooded.

As I moved forward, I saw with my own eyes crops on either side of the road under knee-deep water. I continued moving forwards on the main road which was constructed at a sufficiently high level.

As I came close to the bridge over the river, I was halted from going forward by a policeman. I was told that the water in the river had crossed the danger mark and the bridge had been endangered and so traffic over it had been closed.

I looked on both sides. The whole area for miles on both sides had turned into a vast sea of water. Water was swirling and its level was rising rapidly. Numerous household goods were floating over it. I even found several heads of cattle being carried away by the gushing water.

As the water level had risen to an alarming height, and it seemed to be preparing to flow over the road also, I rushed back to my house to avoid any dangerous situation which might arise.

A Flood Scene

I live in Delhi. It is situated in the banks of the river Yamuna. It was the month of August. All through the month, it had rained heavily. The level of the Yamuna was rising rapidly. It had crossed the danger mark. It was feared that the river would soon cross its banks. People living on either side of the banks of the river were asked to vacate their houses and seek shelter in the higher areas.

On 26th August the river began to overflow. Water entered the low-lying villages. People started leaving their huts and houses. The water was slowly rising in these areas. There spread panic. People got puzzled as to what to do. Soon it began to overflow swiftly. Low-lying areas were badly affected. Government machinery came into action. Policemen rushed to these areas. Boats were pressed into a rescue operation.

Streets were turning into streams. Food-affected people were seen loading the boats with their valuables to dry places. There were volunteers too. They worked day and night to take people and their belongings to safer places. A team of doctors and nurses with medicines arrived there to administer first aid to the suffering people. The flood-hit people were provided with fresh clothing and food at the camps specially set up for them. Free medical aid was given to them.

This went on for several days. After that, it stopped raining and the water level receded. This brought great relief to the people. The river once again began flowing well below the danger mark. Thank God there was no loss of life. Thanks for the timely help given by all the agencies.

The problem of checking flood is a constant headache to the government. Our Government has been trying her best to check floods where possible. Dams and embankments have been made. The level of villages has been raised. The beds of rivers have deepened.

But man’s effort has proved use less hitherto. If we check flood at one place there is a flood at another. Water must have its natural course. However precautions are necessary. It is hoped that the Government and 11w public will make a joint effort to check flood. God holps those who help themselves.

As man is helpless and feeble enough to help face this natural calamity, we can prevent floods by constructing dams and water reserves.

It will help save hundreds of lives and will also help save people from being homeless. Apart from that, the plantation is necessary to minimize the damage caused by floods. Trees are very useful in flood-prone areas to prevent the level of damage caused by floods. There should be flood warnings to reduce the damage. We can prevent floods by widening the banks of rivers, planting trees, and improving the drainage system.

Constructing new dams near water bodies is also beneficial to prevent floods. There should be canals on each river bank to divert the flow of rainwater into canals so that major losses are not caused.

The term flood is generally used when the water-flows in rivers, streams and other water bodies cannot be contained within natural or artificial banks. India is one of the most flood prone countries in the world. Floods occur regularly in India affecting about 10% of area.

According to the estimates of the National Flood Commission (1980), commonly known as the Rashtriya Barh Ayog, Assam and Bihar are the states worst affected by floods followed by U.P. and West Bengal. However, during monsoon months, all states are prone to floods, including even Rajasthan.

What is Flood Control and Management?

Flood forecasting:

A beginning in scientific flood forecasting was made in November, 1958 by  CWC  (then known as Central Water & Power Commission) when a Flood Forecasting Centre was set up at its Headquarters, at Delhi for giving timely Forecasts and Warnings of the incoming floods to the villages located in the river areas around the National Capital, Delhi.

The flood forecasting involves the following four main activities:

• observation and collection of hydrological and hydro meteorological data,
• transmission of Data to forecasting centres,
• analysis of data and formulation of forecast, and
• Dissemination of forecast.

The floods are categorised according to their severity by the CWC in the following manner (increasing order):

• Low flood stage
• Medium flood stage
• Unprecedented flood

Flood Control and Management:

• There ought to be a master plan for flood control and management for every flood prone basin.
• Ample flood-cushion should be made available in water storage ventures, wherever viable, to enable improved flood management. Flood control needs to be given superseding consideration in the reservoir regulation policy even if it means sacrificing some irrigation or power benefits, in highly flood prone areas.
• More importance should be given to non-structural actions such as flood plain zoning and flood proofing for minimising losses and to bring down the recurrent expenditure on flood relief, flood forecasting and warning etc.
• In order to minimize the loss of life and property in the event of floods, there has to be stringent regulation of settlements as well as economic activity in the flood plain zones. Flood proofing should also be done to lessen the loss of life and damage to property.
• The flood forecasting activities should be modernized, value added and extended to other areas not yet covered. Inflow forecasting to reservoirs must be established for their efficacious regulation.

Methods of Flood Management

• Construction of Dams and Reservoirs
• Redirecting the excess water to canals and floodways
• Excess water can be used for groundwater replenishment
• The self-closing flood barrier (SCFB) is a flood defense system designed to protect people and property from inland waterway floods caused by heavy rainfall, gales or rapid melting snow
• Having a planned disaster preparedness plan and an integrated solution and approach
