13.1 Sociological Perspectives on Health and Health Care

Learning objective.

  • List the assumptions of the functionalist, conflict, and symbolic interactionist perspectives on health and medicine.

Before discussing these perspectives, we must first define three key concepts—health, medicine, and health care—that lie at the heart of their explanations and of this chapter’s discussion. Health refers to the extent of a person’s physical, mental, and social well-being. As this definition suggests, health is a multidimensional concept. Although the three dimensions of health just listed often affect each other, it is possible for someone to be in good physical health and poor mental health, or vice versa. Medicine refers to the social institution that seeks to prevent, diagnose, and treat illness and to promote health in its various dimensions. This social institution in the United States is vast, to put it mildly, and involves more than 11 million people (physicians, nurses, dentists, therapists, medical records technicians, and many other occupations). Finally, health care refers to the provision of medical services to prevent, diagnose, and treat health problems.

With these definitions in mind, we now turn to sociological explanations of health and health care. As usual, the major sociological perspectives that we have discussed throughout this book offer different types of explanations, but together they provide us with a more comprehensive understanding than any one approach can do by itself. Table 13.1 “Theory Snapshot” summarizes what they say.

People from disadvantaged social backgrounds are more likely to become ill and to receive inadequate health care. Partly to increase their incomes, physicians have tried to control the practice of medicine and to define social problems as medical problems.
Symbolic interactionism Health and illness are : Physical and mental conditions have little or no objective reality but instead are considered healthy or ill conditions only if they are defined as such by a society. Physicians “manage the situation” to display their authority and medical knowledge.

The Functionalist Approach

As conceived by Talcott Parsons (1951), the functionalist perspective emphasizes that good health and effective medical care are essential for a society’s ability to function. Ill health impairs our ability to perform our roles in society, and if too many people are unhealthy, society’s functioning and stability suffer. This was especially true for premature death, said Parsons, because it prevents individuals from fully carrying out all their social roles and thus represents a “poor return” to society for the various costs of pregnancy, birth, child care, and socialization of the individual who ends up dying early. Poor medical care is likewise dysfunctional for society, as people who are ill face greater difficulty in becoming healthy and people who are healthy are more likely to become ill.

For a person to be considered legitimately sick, said Parsons, several expectations must be met. He referred to these expectations as the sick role . First, sick people should not be perceived as having caused their own health problem. If we eat high-fat food, become obese, and have a heart attack, we evoke less sympathy than if we had practiced good nutrition and maintained a proper weight. If someone is driving drunk and smashes into a tree, there is much less sympathy than if the driver had been sober and skidded off the road in icy weather.

Second, sick people must want to get well. If they do not want to get well or, worse yet, are perceived as faking their illness or malingering after becoming healthier, they are no longer considered legitimately ill by the people who know them or, more generally, by society itself.

Third, sick people are expected to have their illness confirmed by a physician or other health-care professional and to follow the professional’s instructions in order to become well. If a sick person fails to do so, she or he again loses the right to perform the sick role.

Talcott Parsons wrote that for a person to be perceived as legitimately ill, several expectations, called the sick role, must be met. These expectations include the perception that the person did not cause her or his own health problem.

If all these expectations are met, said Parsons, sick people are treated as sick by their family, their friends, and other people they know, and they become exempt from their normal obligations to all these people. Sometimes they are even told to stay in bed when they want to remain active.

Physicians also have a role to perform, said Parsons. First and foremost, they have to diagnose the person’s illness, decide how to treat it, and help the person become well. To do so, they need the cooperation of the patient, who must answer the physician’s questions accurately and follow the physician’s instructions. Parsons thus viewed the physician-patient relationship as hierarchical: the physician gives the orders (or, more accurately, provides advice and instructions), and the patient follows them.

Parsons was certainly right in emphasizing the importance of individuals’ good health for society’s health, but his perspective has been criticized for several reasons. First, his idea of the sick role applies more to acute (short-term) illness than to chronic (long-term) illness. Although much of his discussion implies a person temporarily enters a sick role and leaves it soon after following adequate medical care, people with chronic illnesses can be locked into a sick role for a very long time or even permanently. Second, Parsons’s discussion ignores the fact, mentioned earlier, that our social backgrounds affect the likelihood of becoming ill and the quality of medical care we receive. Third, Parsons wrote approvingly of the hierarchy implicit in the physician-patient relationship. Many experts say today that patients need to reduce this hierarchy by asking more questions of their physicians and by taking a more active role in maintaining their health. To the extent that physicians do not always provide the best medical care, the hierarchy that Parsons favored is at least partly to blame.

The Conflict Approach

The conflict approach emphasizes inequality in the quality of health and of health-care delivery (Weitz, 2013). As noted earlier, the quality of health and health care differs greatly around the world and within the United States. Society’s inequities along social class, race and ethnicity, and gender lines are reproduced in our health and health care. People from disadvantaged social backgrounds are more likely to become ill, and once they do become ill, inadequate health care makes it more difficult for them to become well. As we will see, the evidence of disparities in health and health care is vast and dramatic.

The conflict approach also critiques efforts by physicians over the decades to control the practice of medicine and to define various social problems as medical ones. Physicians’ motivation for doing so has been both good and bad. On the good side, they have believed they are the most qualified professionals to diagnose problems and to treat people who have these problems. On the negative side, they have also recognized that their financial status will improve if they succeed in characterizing social problems as medical problems and in monopolizing the treatment of these problems. Once these problems become “medicalized,” their possible social roots and thus potential solutions are neglected.

Several examples illustrate conflict theory’s criticism. Alternative medicine is becoming increasingly popular, but so has criticism of it by the medical establishment. Physicians may honestly feel that medical alternatives are inadequate, ineffective, or even dangerous, but they also recognize that the use of these alternatives is financially harmful to their own practices. Eating disorders also illustrate conflict theory’s criticism. Many of the women and girls who have eating disorders receive help from a physician, a psychiatrist, a psychologist, or another health-care professional. Although this care is often very helpful, the definition of eating disorders as a medical problem nonetheless provides a good source of income for the professionals who treat it and obscures its cultural roots in society’s standard of beauty for women (Whitehead & Kurz, 2008).

Obstetrical care provides another example. In most of human history, midwives or their equivalent were the people who helped pregnant women deliver their babies. In the nineteenth century, physicians claimed they were better trained than midwives and won legislation giving them authority to deliver babies. They may have honestly felt that midwives were inadequately trained, but they also fully recognized that obstetrical care would be quite lucrative (Ehrenreich & English, 2005).

According to conflict theory, physicians have often sought to define various social problems as medical problems. An example is the development of the diagnosis of ADHD, or attention deficit/hyperactivity disorder.

In a final example, many hyperactive children are now diagnosed with ADHD, or attention deficit/hyperactivity disorder. A generation or more ago, they would have been considered merely as overly active. After Ritalin, a drug that reduces hyperactivity, was developed, their behavior came to be considered a medical problem and the ADHD diagnosis was increasingly applied, and tens of thousands of children went to physicians’ offices and were given Ritalin or similar drugs. The definition of their behavior as a medical problem was very lucrative for physicians and for the company that developed Ritalin, and it also obscured the possible roots of their behavior in inadequate parenting, stultifying schools, or even gender socialization, as most hyperactive kids are boys (Conrad, 2008; Rao & Seaton, 2010).

Critics say the conflict approach’s assessment of health and medicine is overly harsh and its criticism of physicians’ motivation far too cynical. Scientific medicine has greatly improved the health of people around the world. Although physicians are certainly motivated, as many people are, by economic considerations, their efforts to extend their scope into previously nonmedical areas also stem from honest beliefs that people’s health and lives will improve if these efforts succeed. Certainly there is some truth in this criticism of the conflict approach, but the evidence of inequality in health and medicine and of the negative aspects of the medical establishment’s motivation for extending its reach remains compelling.

The Symbolic Interactionist Approach

The symbolic interactionist approach emphasizes that health and illness are social constructions . This means that various physical and mental conditions have little or no objective reality but instead are considered healthy or ill conditions only if they are defined as such by a society and its members (Buckser, 2009; Lorber & Moore, 2002). The ADHD example just discussed also illustrates symbolic interactionist theory’s concerns, as a behavior that was not previously considered an illness came to be defined as one after the development of Ritalin. In another example first discussed in Chapter 7 “Alcohol and Other Drugs” , in the late 1800s opium use was quite common in the United States, as opium derivatives were included in all sorts of over-the-counter products. Opium use was considered neither a major health nor legal problem. That changed by the end of the century, as prejudice against Chinese Americans led to the banning of the opium dens (similar to today’s bars) they frequented, and calls for the banning of opium led to federal legislation early in the twentieth century that banned most opium products except by prescription (Musto, 2002).

In a more current example, an attempt to redefine obesity is now under way in the United States. Obesity is a known health risk, but a “fat pride” or “fat acceptance” movement composed mainly of heavy individuals is arguing that obesity’s health risks are exaggerated and calling attention to society’s discrimination against overweight people. Although such discrimination is certainly unfortunate, critics say the movement is going too far in trying to minimize obesity’s risks (Diamond, 2011).

The symbolic interactionist approach has also provided important studies of the interaction between patients and health-care professionals. Consciously or not, physicians “manage the situation” to display their authority and medical knowledge. Patients usually have to wait a long time for the physician to show up, and the physician is often in a white lab coat; the physician is also often addressed as “Doctor,” while patients are often called by their first name. Physicians typically use complex medical terms to describe a patient’s illness instead of the more simple terms used by laypeople and the patients themselves.

Management of the situation is perhaps especially important during a gynecological exam, as first discussed in Chapter 12 “Work and the Economy” . When the physician is a man, this situation is fraught with potential embarrassment and uneasiness because a man is examining and touching a woman’s genital area. Under these circumstances, the physician must act in a purely professional manner. He must indicate no personal interest in the woman’s body and must instead treat the exam no differently from any other type of exam. To further “desex” the situation and reduce any potential uneasiness, a female nurse is often present during the exam.

Critics fault the symbolic interactionist approach for implying that no illnesses have objective reality. Many serious health conditions do exist and put people at risk for their health regardless of what they or their society thinks. Critics also say the approach neglects the effects of social inequality for health and illness. Despite these possible faults, the symbolic interactionist approach reminds us that health and illness do have a subjective as well as an objective reality.

The purpose of this paper is to introduce the official statement of the Fifth European Conference on Health-Promoting Schools.

Design/methodology/approach

The Fifth European Conference on Health-Promoting Schools was held on 20–22 November 2019 in Moscow, Russian Federation, with over 450 participants from 40 countries. A writing group was established to prepare a draft version of the statement before the conference. On the basis of an online and offline feedback process, the opinions of the participants were collected during the conference and included in the finalisation of the statement.

The final conference statement comprises six thematic categories (values and principles; environment, climate and health; schools as part of the wider community; non-communicable diseases (NCDs); evidence base; and digital media), with a total of 23 recommendations and calls for action.

Originality/value

The recommendations and calls for action reflect current challenges for Health Promoting Schools in Europe. They are addressed to all actors in governmental, non-governmental and other organisations at international, national and regional levels involved in health promotion in schools and are to be applied for the further development of the concept.

1. The Health Promoting Schools approach and its development

The Ottawa Charter, adopted in 1986, was a milestone in the development of a holistic and positive understanding of health that requires actions at different levels, from healthy public policy to the development of personal skills, using different strategies, such as enabling and advocacy approaches ( WHO, 1986 ). The charter can also be regarded as marking the birth of whole-school approaches to health that have been established in Europe and internationally under the term Health Promoting Schools ( Stewart Burgher et al. , 1999 ).

A Health Promoting Schools reflects a holistic approach that moves beyond individual behaviour change by also aiming at organisational change through strengthening the physical and social environment, including interpersonal relationships, school management, policy structures and teaching and learning conditions. This approach can be seen as the result of overcoming traditional health education at school, which aimed to influence students' knowledge, attitudes and behaviour ( Clift and Jensen, 2005 ). In accordance with a social-ecological perspective, health is considered to be the result of a complex interplay of individual, social, socio-economic and cultural factors ( Dahlgreen and Whitehead, 1991 ). Since the early 1990, actions on school health promotion have been coordinated in national networks and the European network on Health Promoting Schools as a WHO supported network. The current work on school health promotion on a European level is organised through the Schools for Health in Europe Network Foundation (SHE), with national representatives from 36 countries.

Values of the Health Promoting Schools approach

Health Promoting Schools ensure equal access for all to the full range of educational and health opportunities. This in the long term makes a significant impact in reducing inequalities in health and in improving the quality and availability of lifelong learning.

Sustainability

Health Promoting Schools acknowledge that health, education and development are closely linked. Schools act as places of academic learning. They support and develop a positive view of pupils' future role in society. Health Promoting Schools develop best when efforts and achievements are implemented in a systematic and continuous way. Desirable and sustainable health and educational outcomes occur mostly in the medium or long term.

Health Promoting Schools celebrate diversity and ensure that schools are communities of learning, where all feel trusted and respected. Good relationships among pupils, between pupils and school staff and between school, parents and the school community are important.

Empowerment

Health Promoting Schools enable children and young people, school staff and all members of the school community to be actively involved in setting health-related goals and in taking actions at school and community level to reach the goals.

Health Promoting Schools are based on democratic values and practise the exercising of rights and taking responsibility.

Pillars of the Health Promoting Schools approach

Whole-school approach to health

Taking a participatory and action-oriented approach to health education in the curriculum;

Taking into account the pupil's own concept of health and well-being;

Developing healthy school policies;

Developing the physical and social environment of the school;

Developing life competencies and health literacy;

Making effective links with home and the community; and

Making efficient use of health services.

Participation

A sense of ownership is fostered by pupils, staff and parents through participation and meaningful engagement, which is a prerequisite for the effectiveness of health-promoting activities in schools.

School quality

Health Promoting Schools support better teaching and learning processes. Healthy pupils learn better, and healthy staff work better and have greater job satisfaction. The school's main task is to maximise educational outcomes. Health Promoting Schools support schools in achieving their educational and social goals.

School health promotion in Europe is informed by existing and emerging research and evidence focused on effective approaches and practice in school health promotion, both on health topics (such as mental health, eating and substance use) and on the whole-school approach.

Schools and communities

Health Promoting Schools engage with the wider community. They endorse collaboration between the school and the community and are active agents in strengthening social capital and health literacy.

The resolution of the first conference, held in Thessaloniki, Greece, in 1997, stated that every child and young person in Europe had the right to be educated in a Health Promoting Schools and urged governments in all European countries to adopt the Health Promoting Schools approach ( ENHPS, 1997 ). The Egmont Agenda was published in 2002 as a result of the Second European Conference on Health Promoting Schools in The Netherlands and emphasised conditions, programming and evaluation as being essential to developing and sustaining Health Promoting Schools ( ENHPS, 2002 ).

Seven years later, the Third European Conference on Health Promoting Schools was held in Vilnius, Lithuania ( SHE Network, 2009 ). The conference and its resolution marked an important milestone in the development of the Health Promoting Schools approach by highlighting that education and health have shared interests and complement each other. Based on this, joint actions beyond sectoral responsibilities were urged.

The Fourth European Conference was held in Odense, Denmark, in 2013 and resulted in The Odense Statement, which recognised the core values and pillars of school health promotion as a strong contributor to the aims and objectives of the WHO policy framework for health and well-being in Europe, Health 2020 and the EU2020 strategy for inclusive and sustainable growth ( SHE Network, 2013 ).

2. Recent societal challenges

Since the establishment of the Health Promoting School approach in the late 1980s, the world has seen constant societal change, with progressively faster dynamics during recent years. The changes have not only altered substantially the conditions in which people grow up and live, but have also affected behaviours in relation to health, social cohabitation, learning and working. Wars and violence, often rooted in cultural and religious differences or political and economic crisis, and climate change alter significantly the environmental and societal determinants of health ( Mucci et al. , 2016 ; Watts et al. , 2019 ).

Often, it is countries that already are experiencing political and socio-economic instability that feel the effects most ( Reibling et al. , 2017 ). An increase in international migration, commonly in perilous circumstances for migrants and refugees ( Silove et al. , 2017 ), is the consequence, raising social tensions and challenges in many countries, some of which are undergoing political developments characterised by protectionism and isolationism that can partly be seen as a countermovement to the idea, values and principles of Europe ( Harteveld et al. , 2018 ).

In many cases, uncertainty has replaced political, economic, social and individual stability, raising concern and anxiety about the future in young people and adults. This has led to an unprecedented social (grassroots) movement of participation, primarily driven by young people who are demanding social, political, ecological and economic change ( O'Brien, Selboe and Hayward, 2018 ).

These developments should not be seen as being separate from school health promotion, the aim of which is to support young people to develop healthy and self-determined lifestyles and enable them to co-create their social, physical and ecological environments and the determinants of health positively and sustainably ( Clift and Jensen, 2005 ; Simovska and McNamara, 2015 ). As the conditions for growing up and living together change, the question arises of how schools, as places for health-related teaching, learning and development, need to adapt.

Where does the Health Promoting School approach stand today, more than 30 years after the Ottawa Charter on health promotion? Can the Health Promoting School, with its holistic orientation, deliver on its promise of addressing health inequalities and improving children's and young people's health, well-being and academic achievement? To what extent can school health promotion be implemented systematically in schools and be linked to local communities?

These and more questions were raised and discussed during the Fifth European Conference on Health Promoting School, culminating in recommendations for the future development of the Health Promoting School approach.

3. The Fifth European Conference on Health Promoting Schools

The Fifth European Conference on Health Promoting Schools was held on 20–22 November 2019 in Moscow, Russian Federation, with over 450 participants from 40 countries.

A range of topics was addressed through more than 160 contributions and nine keynote presentations focusing on conceptual aspects of the Health Promoting School approach, implementation and dissemination and current social change processes, such as digitisation and heterogeneity.

Holistic approaches to school-based health promotion and health education (such as organizational change and environmental approaches to school health promotion and strategies to promote individual and organizational health literacy in schools);

Implementation and dissemination of school-based health promotion and health education (facilitators and barriers to implementing interventions in school-based health promotion and professional development and capacity-building of, for example, teachers, non-teaching school staff, school health services, parents and external professionals);

Networking and intersectoral collaboration in school-based health promotion and health education (schools as part of the wider community, and multisectoral partnerships at local, national and international levels);

Innovative approaches to dealing with heterogeneity, inclusion and special needs (pupils' and teachers' health in inclusive schooling, school-based health promotion and education for refugees, students with special needs and innovative approaches to school-based health services); and

Digital media and information and communications technology (ICT) in school health promotion and health education (practical approaches to ICT use in school-based health promotion and digital devices and media as a target for interventions and a means to promote health and well-being).

4. Recommendations for action

Be based on democratic processes and foster equal access, active involvement and participation;

Take into account the needs and background of all young people regardless of their gender, geographical, cultural and social background or religious beliefs: in that sense, a Health Promoting School can be seen as an inclusive school that celebrates heterogeneity and diversity as an enriching dimension for mutual learning, respect and acceptance;

Reflect a whole-school approach addressing different target groups and combining classroom activities with development of school policies, the physical, social and cultural environment of the school and the necessary capacities needed: we welcome new and established concepts and approaches within school-based health promotion, such as health literacy, salutogenesis, action competence and life skills, which should complement each other and be integrated in the holistic framework of the Health Promoting School approach; and

Be systematically linked with educational goals and school quality as part of a so-called add-in approach: based on rich evidence, a Health Promoting School can be regarded as a school that not only promotes and maintains health, but also strives for successful learning for pupils and working conditions for teaching and non-teaching staff, and involves parents and families in the school's daily life.

Urge all stakeholders in health and climate/sustainability education to work together systematically to support young people to grow up and live healthily and sustainably;

Urge all stakeholders to support and empower young people to raise their voice and make a lasting contribution to shaping a healthy and sustainable future for themselves and their fellow human beings;

Call for actions to link planetary health and the Health Promoting School approach more explicitly by, for instance, integrating the impact of human action on the environment and its health consequences into school curricula and everyday life; and

Call for realignment of health-promotion research agendas to address environmental challenges in, with and through schools.

All actors to move from a single-setting approach to an integrated multi-setting approach that systematically links actions at school level with actions in the local community: these actions should not be implemented in isolation, but in a coordinated fashion to create synergies and avoid discontinuities;

Intersectoral collaboration among different actors and professions, such as teachers, school health services and social and youth-care services: this requires professional development, and that existing local networks and their leadership capacities be strengthened to align sectoral policies and enable the development of a common vision and language; and

All actors to strengthen links with existing national and regional cooperation mechanisms, such as Health Promoting School networks and healthy city or healthy region networks, by pursuing joint objectives and actions.

A resource-oriented intervention approach (as described in the SHE values and pillars) be taken to tackle NCDs rather than a traditional top-down and disease-oriented approach, which normally dominates interventions related to risk factors;

Young people be viewed as part of the solution and not only as part of the problem of NCDs – we need to work with young people as powerful agents of healthy change and not as victims and recipients of risk factors;

A school environment that promotes healthy practices in areas like healthy eating, physical activity, social and emotional well-being and good hygiene be created; and

Commercial determinants are addressed by empowering young people to become critical and responsible citizens who are able to understand and critically reflect on media advertising and market mechanisms through, for instance, consumer education.

Call for evaluation approaches that reflect the complexity of the Health Promoting School by, for example, applying mixed-methods designs and considering graded health and educational outcomes;

Demand that the available scientific evidence be reviewed and evaluated using existing tools and be translated into recommendations for practical action;

Urge that a one-sided focus on outcomes research be augmented by focusing also on implementation to identify the conditions under which interventions can be effective, systematically linking both research perspectives; and

Call for systematic and strong partnerships between researchers and practitioners who develop and implement innovative interventions in school health promotion and those who conduct empirical surveys on child and adolescent health (such as the Health Behaviour in School-aged Children (HBSC) study) and the health of teaching and non-teaching staff. By sharing available social-epidemiological data, previously untried evaluation potential can be exploited.

Call on all actors in school health promotion to use the possibilities of digital media in the context of research, development, implementation and exchange of innovative interventions and good practice;

Urge all actors to use digital media as a supplement to, and not as a substitute for, non-digital (face-to-face) school health-promotion actions;

Call on all actors to ensure that the use of digital media does not lead to a step back to individual and behavioural prevention, but rather is used at organisational level to, for instance, build capacity, communicate with partners outside the school and promote low-threshold participation in change processes within the school; and

Call for actions to empower individuals and whole-school systems to deal effectively with health information complexity, including its critical assessment, selection and use and to take responsibility for providing suitable and reliable health information.

This is why everyone is running in the rat race without thinking about their wellbeing. The compromise towards health becomes a costly affair later. In the cities, people are more affected by mental issues than physical ones. Constant stress and lack of physical activities contribute to the problem.

Proper health comprises many factors. It includes good food, proper routine, good sleeping habits, and eating habits. Apart from these personal traits, many external factors also control your wellbeing. People in the villages stay physically stronger due to freshness in the air, physical activities, and good food. People in the urban areas, on the contrary, prefer eating unhealthy food, lack physical agility, and cannot handle mental stress properly. The next phase is mental happiness. What makes us happy? One can be happy watching TV all the time. Sitting on the couch all day long can also make someone happy but is it a healthy choice? This type of lifestyle choice should be immediately avoided. Choosing a sedentary lifestyle is nothing but an invitation to different diseases. The current urban population is suffering from weight-related issues. Being overweight also makes the situation worse. Lifestyle diseases such as high blood pressure, diabetes, cholesterol elevation, cardiovascular diseases, etc develop at a young age.

We also need to make better choices when it comes to mental health. Playing sports with your buddies will help you relax and de-stress. You can also take a walk in the park and enjoy the greenery. A society comprises of a group of people who are closely interlinked by various activities and relationships, and who usually share a common geographical region. Being healthy refers to the state of wholly being well in terms of the physical, spiritual, emotional, and in all the aspects that surrounds the well-being of the existence of the society.

A healthy society does not only point to a society that is free from sicknesses and diseases but rather a healthy society is a broad aspect. This essay explores some of the aspects that are aimed at describing what a healthy society entails.

For a society to be regarded as healthy, the economy of such a society cannot be ignored. It has to be guided by principles that are democratically developed from the members that make up the society. A healthy society takes the responsibility of ensuring that the weak are accorded protection as well as providing opportunities for the strong to prosper. It is a fundamental requirement for a healthy society to implement stringent laws and ensuring that these laws are fairly enforce. This ensures that those who pose as a threat to the peace to the society are put to check as well as establishing independent institutions that champions the society’s wellbeing.

A healthy society is characteristic of a rich diversity in views, behaviors, beliefs, interests, and priorities. These factors are such as, income of the members of the society, the education that the members of the society get, the employment opportunities available to the society members, housing, the environment and the social support accorded. With better income, the people are able to afford better living conditions, which culminates to better physical health, a peaceful coexistence and improved self-esteem. Better education enables the members of a society to make better-informed decisions on what to do for a better life. They learn how to interact better with the other society members which results to a healthier society in the aspect of peaceful coexistence. Quality education enables people to get to know their rights which helps them to live a life free from intimidations from the higher authorities; in other words they are in a better position to question the authority in the event they feel their rights have been infringed.

A healthy society can also be defined by the ability of that society to maintain an accessible and safe neighborhood. A society whose neighborhood is unstable and full of conflicts cannot be considered as healthy. Therefore, a given society should be able to strive towards the stability, peace and prosperity of their neighbors so that their peace and stability too will not be compromised. For instance, for two countries neighboring each other to be considered as healthy society, each one should take the responsibility of assisting their neighbor to ensure there are no threats to stability such as wars and terrorism. The occurrence of wars and violence in any given country ultimately results in spillovers to the neighbors and hence negatively affecting the neighbors. Encouraging peace to neighbors is a sure ingredient to a healthy society.

As seen above, a healthy society does not necessarily focus on curing or preventing sicknesses and diseases. It is however the overall consideration of all the contributory factors whose goal is aimed at ensuring the total well being for all the members who constitute the society. Some of these factors are such as quality education, good income, access to quality physical, emotional and spiritual wellbeing, affordable housing, freedom of expression, security and inclusivity in policy development and implementation. These factors can be considered when defining a healthy society.

Can we have a polluted environment and a healthy society at the same time?

A polluted environment means an unstable and unhealthy society. The effects of pollution are so many, as they range widely. It would be hard to have a healthy society in an area where there is pollution. Pollution causes damage to human and animals, plants, as well as the entire environment(Plattenberg, 2007).

Globally, the types of pollution that are common are air, water, and soil pollution. According to several researches done, it is evident that the impact of pollution may range from a minor discomfort to complex diseases. The people who suffer from mild discomfort because of pollution may tend to ignore the issue. The seriousness of pollution impacts is realized when complex diseases arise such as cancer or physical deformities.

Whether minor or complex effect of pollution, all leads to unhealthy living. Air polluted area would probably result to unhealthy people suffering from lung inefficiency, respiratory problems, asthma attacks, and infected physical body organs.

Water pollution would result to serious complications such as typhoid, Amoebiasis, Ascariasis etc. Soil pollution results to worse effects to human beings such as leukemia, brain damage to young children, kidney damage, and fatigue(Rana, 2006). Nevertheless, it would be hard to maintain health in a polluted environment.

Maintaining environment health is a highly crucial aspect in the society. Citizens find it hard to avoid pollution, but there are measures that can be put, to ensure minimized environmental pollution. Any form of pollution, leading to serious diseases like cancer and body organs failure should be avoided totally.

In efforts of trying to handle the issue of environment pollution, there are vital steps that would be considered first. Close observation of any chemical released to the environment without any control would be crucial. All the offensive trades that might be taking place within cities should be inspected to ensure that they are licensed, and their disposal guaranteed.

Any application of intended development that is likely to cause environment pollution should be assessed closely(Malabika, 2009). It would also be the responsibility of citizens to present complains of any form of pollution, which they may experience. Any form of pollution that may cause harm to human and animals should never be given a chance.

In conclusion, it is evident that I have proved beyond any reasonable doubt that, a polluted environment cannot sustain the people’s healthy status. Although Larry used to take water direct from the creek, and did not suffer from a serious illness that would be defined as luck.

However, although Larry did not witness serious complications, biologically he caused himself some internal bodily harm. For people to be secured in the society, pollution should be minimized starting from homes, businesses, institutions, industries, and even recreational areas(Malabika, 2009).

If some organizations control pollution and others refuse to do the same, it would be hard for the society to live in a healthy manner. No matter how minor a certain pollution may seem to be, any form of pollution should be avoided. The minor pollutions, which are avoided leads to some serious effects to human and animals(Malabika, 2009).

Surgeon General: Parents Are at Their Wits’ End. We Can Do Better.

One day when my daughter was a year old, she stopped moving her right leg. Tests found that she had a deep infection in her thigh that was dangerously close to her bone. She was rushed off to surgery. Thankfully, she’s now a healthy, spirited young girl, but the excruciating days we spent in the hospital were some of the hardest of my life. My wife, Alice, and I felt helpless and heartbroken. We got through it because of excellent medical care, understanding workplaces and loved ones who showed up and reminded us that we were not alone.

When I became a parent, a friend told me I was signing up for a lifetime of joy and worry. The joys are indeed abundant, but as fulfilling as parenting has been, the truth is it has also been more stressful than any job I’ve had. I’ve had many moments of feeling lost and exhausted. So many parents I encounter as I travel across America tell me they have the same experience: They feel lucky to be raising kids, but they are struggling, often in silence and alone.

The stress and mental health challenges faced by parents — just like loneliness , workplace well-being and the impact of social media on youth mental health — aren’t always visible, but they can take a steep toll. It’s time to recognize they constitute a serious public health concern for our country. Parents who feel pushed to the brink deserve more than platitudes. They need tangible support. That’s why I am issuing a surgeon general’s advisory to call attention to the stress and mental health concerns facing parents and caregivers and to lay out what we can do to address them.

A recent study by the American Psychological Association revealed that 48 percent of parents say most days their stress is completely overwhelming, compared with 26 percent of other adults who reported the same. They are navigating traditional hardships of parenting — worrying about money and safety, struggling to get enough sleep — as well as new stressors, including omnipresent screens, a youth mental health crisis and widespread fear about the future.

Stress is tougher to manage when you feel you’re on your own, which is why it’s particularly concerning that so many parents, single parents most of all, report feeling lonelier than other adults . Additionally, parents are stretched for time. Compared with just a few decades ago, mothers and fathers spend more time working and more time caring for their children , leaving them less time for rest, leisure and relationships. Stress, loneliness and exhaustion can easily affect people’s mental health and well-being. And we know that the mental health of parents has a direct impact on the mental health of children.

All of this is compounded by an intensifying culture of comparison, often amplified online, that promotes unrealistic expectations of what parents must do. Chasing these expectations while trying to wade through an endless stream of parenting advice has left many families feeling exhausted, burned out and perpetually behind.

Keep in mind that the word “community” can have many different meanings. A community can be your school, church, or neighborhood. It could also stem from your interests. For example, your dance or robotics team can form your community.

Some community essay prompts want to know specifically how you help strengthen your communities. These types of essays are considered a community service essay. Another term for community service is “civic engagement.” An example of civic engagement might be getting people in your cultural community to sign up to vote. Or, another could be helping with church fundraisers to ensure that your local community has the resources it needs to thrive. 

In sum, the keywords you might see in a community essay prompt are “civic engagement,” “community service,” “serve your community,” “contribute to your community,” or “diversity.” No matter how it’s phrased, your essay should demonstrate the impact you’ve had on your community–whichever one you choose to highlight. 

What are some examples of community essays?

In this article, we will share several community essay examples. Specifically, we will highlight Princeton essay examples and Columbia essays examples. Let’s look at these two colleges’ essay prompts. 

The first Princeton supplemental essay prompt is a part of our college community essay examples and our cultural diversity essay examples. Here is the prompt:

Princeton Community Essay Prompt #1: Cultural Diversity Essay and College Community Essay Examples

Princeton values community and encourages students, faculty, staff and leadership to engage in respectful conversations that can expand their perspectives and challenge their ideas and beliefs. as a prospective member of this community, reflect on how your lived experiences will impact the conversations you will have in the classroom, the dining hall or other campus spaces. what lessons have you learned in life thus far what will your classmates learn from you in short, how has your lived experience shaped you  (please respond in 500 words or fewer.).

In this cultural diversity essay prompt, Princeton wants to know about your lived experiences. By this, they refer to any experiences that have shaped you profoundly. A lived experience can be a specific event, such as experiencing a car crash or winning an award. Or, it could be a set of experiences that resulted from life circumstances, such as being a first-generation college student or having taken a gap year .

This essay prompt will also lead to college community essay examples. Indeed Princeton wants to read about your lived experiences and how they impacted you. But, they also want to know how you will bring those lessons to the Princeton community, should you enroll . Also, note that this prompt mentions challenging ideas and beliefs via conversation. As you respond, look for ways to highlight how you have engaged in fruitful dialogue and how you would do so at Princeton.

To answer this prompt effectively, share specific examples. Additionally, be sure to answer all parts of the prompt. 

Princeton has a second supplemental essay prompt that focuses on how you engage with your community outside of the classroom. The prompt is as follows:

Princeton has a longstanding commitment to understanding our responsibility to society through service and civic engagement. how does your own story intersect with these ideals (250 words or fewer) .

To answer this prompt well, you must highlight specific examples of how you have positively impacted your community. As a starting point, consider which of your communities you have most engaged with. How have you done so and what results did you have?

The Columbia Community Essay Prompt is another of our college community essay examples. It is a cultural diversity essay, as well. Here is the prompt: 

Columbia Community Essay Prompt: A Cultural Diversity Essay

A hallmark of the columbia experience is being able to learn and thrive in an equitable and inclusive community with a wide range of perspectives. tell us about an aspect of your own perspective, viewpoint or lived experience that is important to you, and describe how it has shaped the way you would learn from and contribute to columbia’s diverse and collaborative community. (150 words or fewer).

While this prompt is similar to Princeton’s, it also references perspectives and viewpoints. In doing so, the prompt opens you up to share opinions or values that are important to you. You might consider highlighting values in your family or community that you either hold close or disagree with. 

Note that Columbia also highlights the word “collaborative” in this prompt. This indicates that your cultural diversity essay should also show how you collaborate with others.

Which schools require a community essay?

In addition to Princeton and Columbia, many other schools have community essays as part of their college application requirements. Here are some other examples of community essay prompts:

In this UNC-Chapel Hill prompt , you must describe a specific example of how you made an impact on a community. The prompt reads:

Discuss one of your personal qualities and share a story, anecdote, or memory of how it helped you make a positive impact on a community. this could be your current community or another community you have engaged. (250-word limit).

In responding, be sure to highlight what community you are referencing, the specific impact you made, and what personal quality helped you do so.

This prompt from UMichigan is a describe a community you belong to essay example, as well as a cultural diversity essay:

The University of Michigan: Describe a Community You Belong to Essay Example

Everyone belongs to many different communities and/or groups defined by (among other things) shared geography, religion, ethnicity, income, cuisine, interest, race, ideology, or intellectual heritage. choose one of the communities to which you belong, and describe that community and your place within it. In addition to describing the community, make sure to share how you engage with it and what it has taught you. Remember that community is a broad term. So, for this prompt you can respond with any type of community in mind, whether physical or cultural. In contrast to the describe the community you live in essay, you do not have to be geographically close to the community you describe here.

Duke University: Cultural Diversity Essay Prompts

Duke offers students five supplemental prompts to choose from, of which they can reply to two. Of these supplemental prompts, four are examples of cultural diversity essays:

1. We believe a wide range of viewpoints, beliefs, and lived experiences are essential to maintaining Duke as a vibrant and meaningful living and learning community. Feel free to share with us anything in this context that might help us better understand you and what you might bring to our community.

2. we believe there is benefit in sharing or questioning our beliefs or values; who do you agree with on the big important things, or who do you have your most interesting disagreements with what are you agreeing or disagreeing about, 3. duke’s commitment to inclusion and belonging includes sexual orientation, gender identity, and gender expression. feel free to share with us more about how your identity in this context has meaning for you as an individual or as a member of a community., 4. we recognize that not fully “fitting in” a community or place can sometimes be difficult. duke values the effort, resilience, and independence that may require. feel free to share with us circumstances where something about you is different and how that’s influenced your experiences or identity..

Each of these prompts is a slightly different type of cultural diversity essay, from sharing a range of opinions to not fitting in within a community. Choose the essay prompts that most resonate with you. And share specific examples that bring your cultural diversity essay to life.

In this Yale University supplemental prompt , you must choose a community that you feel connected to and describe why it is meaningful. Here’s the prompt:

Yale University: Describe a Community You Belong to Essay Example

Reflect on your membership in a community to which you feel connected. why is this community meaningful to you you may define community however you like. (400-word limit).

When responding, be sure to highlight what you have learned or how you have grown from this community. In contrast to a describe the community you live in essay, this essay can be about any community, near or far, that resonates with you. Indeed, the prompt gives you plenty of leeway in what you consider community. 

When responding to the UC system prompts , you must choose four of the eight available personal insight questions. One of the PIQs is a community service essay prompt:

What have you done to make your school or your community a better place, things to consider: think of community as a term that can encompass a group, team or a place like your high school, hometown or home. you can define community as you see fit, just make sure you talk about your role in that community. was there a problem that you wanted to fix in your community, why were you inspired to act what did you learn from your effort how did your actions benefit others, the wider community or both did you work alone or with others to initiate change in your community.

Similar to many of the other prompts, when answering this question, be sure to identify the specific impact you made on your community.

Princeton Community Essay Examples

In this section, we will highlight Princeton essay examples that respond to their two community essay prompts: a cultural diversity essay and a community service essay.

Now, let’s take a look at a student’s response to this prompt focusing on lived experiences. 

Princeton Essay Examples #1 Student Response

I have spent most of my life living in a 41% minority town of 1.8 square miles called Highland Park, NJ. This typically overlooked town has introduced me to a diverse array of people, and it has been the main influence on my life experiences and core values.

In the face of distinct cultures and customs, we forge a single identity as Highland Parkers and come together to organize large community events. The most prevalent example is our highly touted annual Memorial Day parade, where we join together with neighboring New Brunswick to invite military service members, family members of our fallen war heroes, our legislative and congressional representatives, and our townspeople. Moreover, as our high school band’s vice president, I help organize and lead our ensemble into these performances with a positive and uplifting spirit. We communicate with the town government and arrange the performances every year to perform at the parade. The parade is an example of many of our large community events that serve as a unifying force for our diverse community, reminding us that we are fundamentally connected as one cohesive group, despite our differences. 

As someone deeply interested in historical and political matters, I am well aware of the consequences that arise from dictatorial protocols that limit the freedom of speech and diversity of voices. From my experiences debating in Model UN conferences, I have grown accustomed to being able to present viewpoints from both sides of the argument, and I have learned to incorporate and respect the viewpoints of all sides of an issue before making up my own mind. For example, in a Model Congress debate, I found myself advocating for the interests of a state heavily reliant on traditional fossil fuels. While researching and articulating that perspective, I gained insights into the economic challenges faced by the states that are reliant on these resources. This experience not only broadened my understanding of the complexities surrounding environmental policies but also highlighted the necessity of considering diverse viewpoints for comprehensive decision-making. 

My background and experiences have fostered in me a profound appreciation for the value of diversity, inclusivity, and the pursuit of knowledge. At Princeton University, I will seek to contribute as an active participant in the community, actively provide unique perspectives and insights, and respect and learn from others’ perspectives even if there are disagreements. I wish to partake in student government, which has like-minded peers who want to make a substantive impact, and also participate in service programs like the Civic Leadership Council. Also, I hope to increase my impact from the leadership positions I currently hold on the Red Cross club and teen mayoral advisory council using the platforms in Princeton. I look forward to making a positive impact on both the campus and the broader community. 

Why This Cultural Diversity Essay Worked

In the first of our Princeton essay examples, the student successfully responds to all parts of the Princeton prompt. They begin by describing their community and sharing some details about its makeup. Indeed, the first sentence hooks the reader–it is unique and compelling. 

Then, the student illustrates how they specifically contribute to their community each year by leading the high school band in the Memorial Day parade. They also highlight how their experience in Model UN shaped their appreciation for diverse perspectives. In sharing these two examples, the student demonstrates their leadership and open-minded thinking. Finally, the student ends by highlighting how they would use these values to contribute to Princeton’s community– by partaking in student government and Civic Leadership Council, among other activities.

My first experience with the Red Cross was when my older sister was desperately trying to recruit people to join the club during the harsh COVID year. Things were so bad for the club that I, as a freshman, ran for the position of treasurer unopposed. My first blood drive experience was marked by masks, social distancing, and low turnout among blood donors. Even many donors who showed up ended up being turned away due to health-related issues. Needless to say, it was not the greatest first high school service experience, and I admittedly started to doubt if the time I spent on this front was worth it. 

However, as we returned in person, things quickly turned around. As the vice president of the club, I helped recruit more than twice the club membership compared to the previous year, and our blood drives started to regain momentum; our blood targets have been exceeded every time since. Organizing and participating in blood drives has become a passion. It’s fulfilling, especially when I personally donate, to know that I’m actively serving the community and saving lives. I have realized that, despite my relatively young age, I am capable of making an impact through public service. I plan to continue my commitment to the Red Cross’s adult program and participate in service programs like Community Action at Princeton to serve the Princeton community and abroad.

Why This Essay Worked

In this admissions essay sample, we learn about a student’s volunteerism with the Red Cross as an example of civic engagement. This essay works for several reasons. First, it provides a specific example of the student’s civic engagement and demonstrates their impact by becoming vice president and increasing membership. Secondly, the essay provides an honest take on the struggles of this service experience, which lends credibility and authenticity to the story. 

The student also demonstrates an important lesson learned. This aligns with Princeton’s values– that students can have a positive impact on society. 

Columbia University Essay Examples

In this section, we will highlight Columbia essays examples that landed students admission to the prestigious Ivy League university. The first of our Columbia essays examples is written by the same student who responded to the first Princeton prompt above. Here’s a reminder of the Columbia prompt: 

As you read the example below, notice how the student edited their Princeton cultural diversity essay to meet the prompt and lower word count for Columbia:

I have spent most of my life living in a 41% minority town called Highland Park, NJ. This typically overlooked town has introduced me to a diverse array of people, and it has been the main influence on my life experiences and core values. 

HP has convinced me that we can build institutions that are strong and united while embracing a wide variety of voices and perspectives. It has shaped my core values of diversity and inclusion. An English teacher used to encourage me to talk in front of the class by saying even if I believed my thoughts were “dumb,” I could only enrich the conversation.

At Columbia University, I will seek to continue my contributions as an active participant in the community and look to actively provide unique perspectives and insights. Actively engaging in student groups such as ColumbiaVotes will be a big part of my experience. 

The Columbia essay prompt only allows for a 150-word response. This could pose a challenge for many students. What makes this essay among the Columbia essays examples that worked is how succinctly it completely answers the prompt. 

The response begins by hooking the reader with a relevant detail of the student’s community. Then, the student shares how this community shaped them by influencing their values of diversity and inclusion. Finally, the student shares how they would engage with a Columbia organization that also supports diverse viewpoints. Though short and sweet, this response clearly answers all parts of the Columbia prompt. 

More Community Essay Examples

The final of our community essay examples is a community service essay. Let’s look at how student framed their service experience:

“I don’t believe that’s the best way to do this.” 

The moment I thought this the first time I volunteered at my local soup kitchen was one that resulted in a drastic change. When I was informed of the way the food was being served to the public, the initial excitement that I had felt diminished. We were told that the plates would be served before anyone arrived and would remain in an area where people could pick it up and seat themselves. I felt that this method was impersonal and inconsiderate, and disappointment washed over me. 

I turned to the people that were around me and discovered that they shared the same disapproval I felt. When we agreed that a change must be made, we exchanged ideas on how to present this to the woman in charge of the program. I suggested that we should serve each person one-by-one, and only give them the food if they wanted to/could eat it. They suggested multiple ideas, including that we should offer to seat them, hold their plates for them, continue to check in on them, and dispose of their plates once they finish their meal. We believed that this way would genuinely make them feel better and would allow us to get to know some of them personally. A simple smile and conversation could be enough to improve their day. 

From this day on, the way in which the local soup kitchen serves our community has changed dramatically. This experience taught me the importance of speaking up for what you believe in. In a group setting, it is likely that there will be others who share the same end goal and are willing to contribute different ideas to achieve the goal. These different perspectives can allow you to see situations in ways that you previously hadn’t, and can result in better outcomes. It also showed me the importance of leadership.

If I had never spoken up about the way the food was being served, a change might have never happened. When you work in the group, the end goal may not be for the benefit of anyone in the group, but for others who are in need. This experience also showed me the beauty in doing good for others and making others happy, even through small things such as serving them food to their liking.

In this community service essay, the student shares their experience volunteering at a soup kitchen. Volunteering at a soup kitchen is not necessarily unique in the list of extracurricular activities for college applications. However, the student highlights several aspects of the experience that make it meaningful to them. 

To start, the student shares their experience challenging the way that food was served. The student suggested that food be served directly to attendees in order to better connect with community members. Through this experience, the student learns about leadership and working with others to achieve a common goal. This specific example demonstrates the student’s collaborative values and compassionate way of thinking, both of which are great attributes to highlight in college applications.

How To Write A Community Essay

As we saw in the community essay examples, there are several hallmarks of college essays that worked. To write a good community essay, whether it be a community service essay, a cultural diversity essay, or a describe the community you live in essay, you must start by understanding the prompt. Once you have carefully read through the prompt, brainstorm examples from your own life that relate to it. Sharing specific details and examples will make your response stronger and more unique. 

Additionally, showcase how you grew throughout your response. In each of the community essay examples we shared, the student discussed a skill or perspective they developed through their experiences. Finally, connect your response to the school you are applying to. If you are writing a cultural diversity essay, for example, demonstrate how you would contribute to the cultural diversity at that school, both inside the classroom and in your extracurricular activities for college.  

Topics To Avoid In Your Community Essay

When writing community essays, there is technically no topic that you cannot discuss. However, how you discuss certain topics is important. 

For example, in a community service essay, it is important to not come off as a savior of a community with less privilege than yourself. Similarly, if you are writing a describe the community you live in essay or a cultural diversity essay, you will want to avoid stereotyping any community. Speaking from your own personal experience as a member of a community is fine. However, generalizing your experience to the community at large can come across as insensitive to that community’s diversity. To avoid these pitfalls, have a variety of people read your community essay examples and look for these dynamics.

As the college admissions landscape gets ever more competitive, students are sometimes tempted to read other students’ essays and copy ideas. Or, more recently, they may even want to use artificial intelligence to write their essays. However, AI and other students’ experiences won’t show admissions who you really are. Don’t worry about whether you have the best extracurricular activities for college or the most unique cultural diversity essay. Instead, talk about the experiences that truly matter to you. By being honest, you are more likely to come across as convincing and interesting. COVID-19 decision papers

In May 2022, Cabinet agreed that Pharmac take over responsibility for future purchasing and portfolio management of COVID-19 vaccines from 1 July 2022. Manatū Hauora, on behalf of the Crown, transferred the remaining supplier contracts to Pharmac in November 2022. Environmental Activism in Russia: Strategies and Prospects

Despite growing pressure on civil society activists and opposition leaders, grassroots environmental activism is on the rise in Russia. How have these movements evolved and adapted? What forms do they take now? And what is the future of environmental activism in Russia?

The last few years have witnessed growing environmental awareness across Russia’s regions, both according to polls and the number of observed protest movements and campaigns. (A good mapping of such protests can be found on crowd-sourcing platform Activatica .) These campaigns aim to tackle regional, local, or hyper-local problems and address a range of concerns: locally polluting enterprises, new and potentially hazardous factories and waste incinerators, the expansion of coal mines, a lack of access to trustworthy data about environmental pollution, the destruction of green spaces in urban areas, illegal logging, and the water pollution. 

A number of factors contribute to this growing environmental awareness and activism. For one, the international “green” agenda has brought environmental concerns to the forefront of domestic political, societal, and media discussions. Research increasingly draws a link between high income levels and environmental awareness (even as the increased consumption of high earners raises their carbon footprint ). Although Russians’ real disposable incomes have mostly declined since 2014, the country’s GDP per capita has nearly doubled since 2000. Russians now find that it has become “normal” to care about environmental issues, demand access to environmental data, and worry about potential health hazards from environmental pollution. Indeed, 35 percent of Russians are ready to take part in environmental protests, according to a survey conducted by a number of sociological centers in the fall of 2020, with particular concern over industrial water pollution, illegal logging, illegal or mismanaged waste landfills, and urban water pollution. Another study from the Russian Public Opinion Research Center (VSIOM) published in August 2020 revealed one in four Russians has begun to think more about environmental issues during the pandemic due to overall increased attention to health. The Levada Center, an independent pollster, found that 84 percent of Russians are worried about environmental problems; of those, 25 percent expressed highest concern over air pollution, 15 percent over water pollution, and 11 percent over waste management.

This growth in environmental awareness in Russia has coincided with a growing concern that local natural resources—“our land” and  “our forests”—are exploited or mismanaged by multinational or domestic companies, and that profits from these resources are whisked away to Moscow or foreign capitals to the detriment of local communities. In this sense, heightened environmental awareness intermingles with Russia’s traditional center-region cultural and political divide and growing regional inequalities .

The landscape for environmental activism in Russia is more fluid and decentralized than in the West—but it has grown. New environmental groups in Russia are informal and frequently do not register as nongovernmental organizations (NGOs). Rather, they spring up around a particular issue and often dissolve once it has been addressed, only occasionally evolving into a larger and more permanent association. Despite their informal structures, many of these new civil society groups have managed to attract impressive levels of public attention and support, aptly utilizing both traditional and new media and building up capacity and involvement structures through online tools. One example is the successful campaign around the Shies settlement in the Archangelsk region of northern Russia, where for months local activists have sustained an encampment to block the construction of a landfill for household waste from Moscow.

These grassroots movements and groups provoke a range of reactions from state authorities. Some are tolerated and even brought into the policy process (e.g., “officially” invited into advisory councils). Occasionally, these campaigns also lead to real change. Such was the case in Bashkiria, where recent protests over limestone mining in a hillside viewed by local residents as sacred led to the cancellation of the project .

More often, however, campaigns butt up against political realities, leading to the prosecution of activists and even physical threats and abuse toward to them by state institutions, often on behalf of a private company. A case in point would be persecution of activists from the Voronezh region for fighting against copper and nickel exploration plans on agricultural lands, even though these plans have been put on hold. A recent report by the Russian Socio-Ecological Union highlights 169 episodes of pressure on 450 eco-activists in 26 regions of Russia in 2020. One activist was killed, 15 were injured or had their property damaged, and 14 criminal and 264 administrative cases were initiated against eco-activists. “Most cases of pressure on eco-activists are connected with the extraction of natural resources, waste management, polluting industries and construction projects,” the report says.

Types of Activism

Environmental activism in Russia falls into several categories.

Protest groups

The first category tends to work mostly on short-lived campaigns directed against a local source of pollution (i.e., a factory or an incineration plant) or against plans to erect new infrastructure on an existing green space, particularly in urban areas. Participants in this category tend to be residents of the region or neighborhood who organize through social networks and then dissolve once their cause is addressed. Occasionally, these groups form networks or associations based on common interests and causes, such as the Green Coalition of St. Petersburg , which aims to unite all grassroots groups fighting against demolition of parks and green zones, or the Association of Eco-Groups of Moscow and Moscow Region

Grassroots environmental groups

The second type of group tends to focus on issues that are absent from the governmental agenda: recycling , sustainable or ethical consumption , urban greening , and more. An example here would be the movement Razdelny Sbor (“Separate Selection”), which created a system of recycling points across many Russian cities. These types of groups rarely engage in protest activities and tend to focus their energies and resources on lobbying and engaging the general public though traditional and social media.

Environmental watchdogs

The third genre of environmental activism in Russia focuses on public monitoring and oversight of environmental and urban policy at the federal, regional, and municipal level, including project implementation and public funds spending. Watchdogs might also provide alternate estimations of environmental data (especially when data is not available or reliable) or initiate campaigns for access to environmental data, demanding transparency and accountability. Examples here include grassroots initiatives to create alternative, civic-based monitoring of air pollution in Krasnoyarsk , Chelyabinsk , and Moscow .

Activists also use a variety of tactics to achieve their goals.

Social media and informational technology

Social media platforms, including VK, Facebook, WhatsApp, and increasingly Telegram, are the lifeblood of new environmental groups. They are used to report news and provide updates on activities and achievements, publish statistics, mobilize public support, and raise awareness over the campaign’s cause. A number of activists from environmental campaigns have also launched their own personal blogs, which act as self-run media sources offering personal takes on recent changes in legislation and synchronizing campaign updates and news. Anna Garkusha of Razdelny Sbor, for example, runs a popular blog on recycling and waste policy.

Another distinct feature of the new wave of environmental movements in Russia is the use of information technology and open-source data tools, including mapping, organized hackathons, and web platforms, apps, and other user-friendly interfaces that facilitate wider communication and greater involvement of the general public. Several environmental groups cooperate closely with experts or activists from the tech industry. An interesting example here is Teplitsa Sozialnykh Technologiy (“A Greenhouse for Social Technologies”), an NGO resource center that helps activist groups better use online technologies and digital tools and solutions in their work and campaigns.

Engagement with authorities

Although civil groups face growing pressure in Russia, there are plenty of examples of environmental NGOs and activists working through more formal channels to achieve their political aims. For example, Moscow’s annual Russian Civil Forum provides a space for representatives of established environmental NGOs and new environmental groups to try to coordinate with each other and align their positions on environmental policy issues. In addition, the Russian Social Ecological Union’s annual conference convenes representatives of Russian civil society groups (both registered and grassroots groups) working on energy efficiency and renewable energy issues to develop positions in support of or against international and Russian climate policy. These position points are later shared with Russian decisionmakers on climate change policy and with the international community at UN climate conferences. However, productive engagement with authorities is not always politically feasible—in particular when the object of protest concerns an investment project or a corruption scheme involving both local authorities and companies. Here, too, there are no set rules. Citizens may organize protest campaigns and attempt to attract the attention of regional or federal authorities via media and popular mobilization; go to the courts with the backing of professional lawyers, many of whom are also supported by NGOs such as Bellona or Greenpeace; enter into a dialogue with the local authorities via the civic chamber or similar structures; or combine these tactics to build pressure at multiple levels. In some cases, activists are persecuted by regional authorities and forced to leave the region (and even the country).

Regional authorities must walk a fine line between effectively managing environmental grievances and avoiding the heavy-handed persecution of activists or suppression of public opinion that could potentially damage their reputation. Indeed, a number of regional governors have lost their positions following large-scale environmental protests that they failed to tackle properly, at least in Moscow’s view. With this in mind, some governors are more willing to initiate dialogue with local activists just to avoid escalation.

Overall, the landscape for environmental activism in Russia is becoming more decentralized and less formal. A growing number of new groups and movements choose to remain unregistered entities—with no office, no full-time staff, and little or no budget—for a variety of political and societal reasons. First, repressive foreign agent legislation has raised the stakes for established NGOs who receive part of their financing from outside of Russia; increasingly, new environmental groups in Russia try to avoid any direct financing from abroad. Second, new groups try to preemptively avoid pressure from the authorities in the form of tax audits and health and fire code inspections that can lead to legal charges, fines, and even closure. Third, by skirting typical organizational or foundational structures, these groups can also claim to be closer to the ground and more connected to the immediate interests and concerns of local communities—working on local as opposed to global issues. More and more often, activism takes the form of crowdfunding campaigns or private donations only in an attempt to remain transparent to donors and accountable to constituencies.

Global movements

Even as activist structures have become more local and decentralized, youth climate activism in Russia has begun to gain steam over the past two years, in part due to the global “Fridays For Our Future” (FFF) and “Extinction Rebellion” movements. The first youth climate protest in Russia took place in March 2019, and FFF has existed in digital form throughout the pandemic, organizing online protests and forming policy positions.

Though part of a global movement, these youth groups have attempted to formulate a Russia-specific agenda and apply global climate rhetoric to local environmental campaigns. These groups combine the experience, expertise, and technologies of Russia’s environmental tradition—honed in fights against new coal and gas infrastructure and for accountability over oil spills and landfill mismanagement—and the language of the global youth, emphasizing unsustainable economic and social developments and calling for major policy reforms in the energy, waste, and transportation sectors. At times, however, these structural demands can sound too radical and unrealistic for some of Russia’s more established green groups.

Principles of Successful Activism

The past and current experiences of grassroots movements illustrate a framework for subsequent campaigns to follow. For an environmental activist movement to be successful in Russia, a number of factors must be in place: 

  • The campaign must be truly local, with limited foreign support (which would be described and promoted as “meddling” and lead to accusations of “foreign agent” involvement that might ruin the reputation of a campaign or its leaders). 
  • The cause must have widespread public support (including people eager and ready to invest their time and money into the cause). 
  • The cause must be supported by the expert community. Support from Russian Greenpeace and WWF Russia, as well as other expert centers, environmental lawyers, registered NGOs, think tanks, and scientists, can help to raise the problem to the federal level.
  • There must be a professional media and social media campaign to build up a network of trusted supporters across the country.
  • The campaign needs passionate and courageous leaders who are willing to dedicate their time and energy for a significant amount of time. 

The Future of Environmental Activism in Russia

The development of environmental and climate activism in Russia is gradually changing the political and societal landscape. “Green” topics are gaining importance within the overall political agenda, both at the federal and regional level. As public awareness of environmental issues grows in Russia, companies are beginning to pay more attention as well. So far, most of these movements are concentrated around the local environmental agenda, but youth are bringing a more international outlook to the focus and methods of Russian environmental activism. In many ways, this activism lays the groundwork for a new and more engaged civil society in Russia, one that resists easy categorization but appears in many forms across Russia’s diverse regions.
