A1. BACHELOR OF EDUCATION IN BASIC EDUCATION (UPPER PRIMARY EDUCATION

Applicants must possess any ONE of the following:

• WASSCE with Credits (A1 – C6) in six (6) subjects including three (3) Core Subjects: English Language, Mathematics and Integrated Science or Social Studies, as well as three (3) Elective subjects.
• SSSCE with Credits (A1 – C6) in six (6) subjects including three (3) Core Subjects: English Language, Mathematics and Integrated Science or Social Studies, as well as three (3) Elective subjects.
• Mature Applicants: Must be 25 years or above (Refer to ‘Definition of Terms’ for details)
• Diploma in Basic Education (DBE) certificate holders from any recognized tertiary institution will be placed at level 300 of the programme as Post Diploma in Basic Education Students (ie. They will pursue the programme for two years)
• Tertiary Diploma Certificate Holders (other than the DBE) from any recognized tertiary institution will be placed at level 200 of the programme (ie. They will pursue the programme for three (3) years. Please note this does not include Diploma in Business studies (DBS) holders.

A2. BACHELOR OF EDUCATION IN BASIC EDUCATION (JUNIOR HIGH SCHOOL OPTION)

The entry requirements are the same as in items (i) to (iii) of the requirements for the Bachelor of Education in Basic Education Programme ( Upper Primary Option)

A3. BACHELOR OF EDUCATION IN EARLY GRADE EDUCATION

• The entry requirements are the same as items (I) to (iii) of the requirements for the four year Bachelor of Education in Basic Education Programme (Upper Primary Option)
• Diploma in Early Childhood Education (DECE) certificate holders from any recognized tertiary institution will be placed at level 300 at Post Dip. In Early Childhood Edu. Students ( ie. They will pursue the programme for 2years)

A4. BACHELOR OF ARTS IN ENGLISH LANGUAGE EDUCATION

• WASSCE Candidates
• Must possess credits (A1 – C6) in six (6) subjects comprising three core subjects: English Language, Mathematics and Integrated Science OR Social Studies, plus
• Credits (A1 – C6) in three electives including English Literature.
• SSSCE Candicates
• Must possess credits (A – D) in six (6) subjects comprising three core subjects: English Language, Mathematics and Integrated Science OR Social Studies, plus
• Credits (A – D) in three elective subjects including English Literature.
• Mature Applicants: Must be 25 years or above (Refer to “Definition of Terms” for details)

A5. BACHELOR OF SCIENCE IN MATHEMATICS EDUCATION

• Must possess credits (A1 – C6) in six (6) subjects comprising three core subjects: English Language, Mathematics and Integrated Science, plus
• Credits (A1 – C6) in three elective subjects (in General Science or Business ) including Elective Mathematics.
• SSSCE Candidates
• Credits (A – D) in three elective subjects (in General Science or Business) including Elective Mathematics with a total Aggregate of 24 or better.

A6. BACHELOR OF ARTS IN SOCIAL STUDIES EDUCATION

• WASSCE Holders
• Must have six credits (A1 – C6) comprising four core subjects: English Language, Core Mathematics and Integrated Science, Social Studies and credits (A1 – C6) in any two of the following elective subjects: Geography, Economics, History, Government and CRS /IRS.
• Must have six credits (A – D) comprising four core subjects: English Language, Core Mathematics and Integrated Science, Social Studies and
• Credits (A – D) in any two of the following elective subjects: Geography, Economics, History, Government and CRS /IRS.

A7. BACHELOR OF BUSINESS ADMINISTRATION IN ACCOUNTING STUDIES

• Must have six credits (A1 – C6) comprising three core subjects: English Language, Mathematics and Science / Integrated Science or Social Studies plus
• Credits in any other three relevant elective subjects ( ie. Business Management, Financial Accounting, Elective Mathematics, Cost Accounting, Economics and Business Mathematics).
• Must have credits in six subjects comprising three core subjects: English Language, Mathematics and Science / Integrated Science or Social Studies plus
• Credits (A – D) in any two of the following: Business Management, Financial Accounting, Cost Accounting, and Business Mathematics plus
• A credit pass (A – D) in any one of the following: Elective Mathematics and Economics
• Mature Applicants: Must be 25 years or above (Refer to item 2 under “Definition of Terms” for details)
• Diploma Holders
• Holders of Diploma in Accounting studies from the University of Education Winneba or any recognized University will be placed at level 300 of the programme.
• Holders of Higher National Diploma (HND) in Accountancy from any recognized tertiary Institution with at least second class lower will also be placed at level 300 of the programme.

NB : Diploma in Business Studies (DBS) qualification alone cannot be used for admission into this programme.

A8. BACHELOR OF BUSINESS ADMINISTRATION IN HUMAN RESOURCE MGT

• WASSCE with credits (A1 – C6) in six (6) subjects including three core subjects English language, Mathematics and Integrated Science or Social Studies as well as three elective subjects with a total aggregate of 36 or better.
• SSSCE with credits (A – D) in six (6) subjects comprising three (3) core subjects: English Language, Mathematics, and Integrated Science or Social Studies as well as three (3) elective subjects with a total aggregate of 24 or better.
• Mature applicants must be 25years or above (Refer to “Definition of Terms” for details).

Diploma Holders (Post Diploma Applicants)

• Holders of Diploma in Management studies from the University of Education Winneba or its equivalent from any recognized University will be placed at level 300 of the programme
• Holders of Higher National Diploma from any recognized tertiary institution in any of the following programmes: Human Resource Management, Secretariat and Management, Accountancy, Marketing, Purchasing and Supply with at least Second Class lower will also be place at level 300 of the programme.
• Tertiary Diploma Certificate Holders (other than those mention in iv and v above) from any recognized tertiary institution will be placed at level 200 of the programme (ie. They will pursue the programme for three (3) years.

NB: Diploma in Business Studies (DBS) qualification alone cannot be used for admission into this programme.

B1. DIPLOMA IN BASIC EDUCATION

Applicants must possess any one of the following

• WASSCE with passes (A1 – C6) in three (3) core subjects: English Language, Mathematics and Integrated Science / Social Studies plus credits (A1 – C6) in any two (2) elective subjects.
• SSSCE with credits (A – D) in five (5) subjects comprising three (3) Core Subjects: English Language, Mathematics and Integrated Science / Social Studies plus two (2) elective subjects.
• Mature applicants must be 25 years or above (Refer to ‘Definition of Terms’ for details).
• Holders of Teacher’s Certificate ‘A’ from a recognized College of Education or Institution should apply as mature applicants.

B2. DIPLOMA IN EARLY GRADE EDUCATION

• The entry requirements are the same as item (i) to (iv) of the requirements for Diploma in Accounting Studies Programme.
• Holders of 1-Year Certificate in Pre-School Education from the University of Education, Winneba should also apply as mature applicants

B3. DIPLOMA IN ACCOUNTING STUDIES

• WASSCE with passes (A1 – D7) in three (3) core subjects: English Language, Mathematics and Integrated Science / Social Studies plus credit (A1 – C6) in three (3) relevant elective subjects.
• SSSCE with credits (A – D) in six (6) subjects comprising three (3) Core Subjects: English Language, Mathematics and Integrated Science / Social Studies plus three (3) relevant elective subjects.

B4. DIPLOMA IN MANAGEMENT STUDIES

• The entry requirements are the same as those for Diploma in Accounting Studies in addition to the subjects such as Commerce, Office Administration / Practice and Business Management.
• Holders of Private Secretary Certificate can also apply.

B5. DIPLOMA IN EDUCATION

• A tertiary Diploma or a Higher National Diploma (HND) or its equivalent in Engineering, Building and Construction, Agriculture, Nursing, etc.
• An Advanced / Part III Certificate in a trade subject.

NB : This programme is by Direct Entry only. Diploma in Business Studies (DBS) qualification alone cannot be used for admission into this programme.

C1. POST GRADUATE DIPLOMA IN EDUCATION (PGDE)

• A Bachelor’s degree from a recognized University in any field of study
• A satisfactory performance at a screening interview organized by the CODeL, UEW.

C2. MASTER OF EDUCATION IN ENGLISH

• Applicants should possess a good bachelor’s degree in English, with Education component (eg. B.A. English Language Edu) from the University of Education, Winneba (UEW) or its equivalent from a recognized University in the relevant field of study.
• Applicants with B.A or B.Sc without Education must have a postgraduate diploma in Education or diploma in Education.
• Must pass a selection interview

C3. MASTER OF EDUCAITON IN MATHEMATICS

• Applicants should possess a good bachelor’s degree in Mathematics with Education Component (eg. B.Ed Maths or B.Sc Math Edu) from the University of Education, Winneba (UEW) or its equivalent from a recognized University in the relevant field of study.
• Applicants with B.A or B.Sc degree without Education must also have a post graduate Diploma in Education or Diploma in Education.
• Must pass a selection interview.

C4. MASTER OF EDUCATION IN SCIENCE

• Applicants should possess a good bachelor’s degree in a Science / Applied Science subject with Education component (eg. B.Sc Physics Edu) from the University of Education Winneba (UEW) or its equivalent from a recognized University in the relevant field of study.
• Applicants with B.Sc degree without Education in the Sciences or the Applied Sciences who are teaching in an Educational institution or Applied Sciences. Such applicants must also have a Post Graduate Diploma in Education.

C5. MASTER OF EDUCATION IN MENTORSHIP

• Applicants must have a first degree with Education component from a recognized University.
• Applicants with B.A or B.Sc without Education must also have a Post Graduate Diploma in Education or Diploma in Education.
• All applicants must pass a selection interview.
• Direct Applicants: Applicants who possess the requirements for admission and are selected on the strength of their WASSCE / SSSCE school certificate. They are usually not required to write the University’s entrance exam before being admitted.
• Be at least 25 years and show proof of their age with any national ID card (SSNIT, Voters ID, Passport, Drivers License) and a birth certificate or any legitimate documentary proof of date of birth which must be at least five years old at the time of application.
• Have a minimum of GCE / SSSCE / WASSCE certificate or DBS / RSA certificate or an equivalent qualification.
• Pass the UEW entrance exam in General Aptitude Test (GAT) and Subject Area Test (SAT).
• Direct / Post Diploma Applicants: Gh¢ 200 (Two Hundred Ghana Cedis)
• Mature Applicants: Gh¢ 300 (Three Hundred Ghana Cedis)
• Post Graduate Applicants: Gh¢ 250 (Two Hundred and Fifty Ghana Cedis)
• Foreign Applicants and Ghanaian Applicants outside Ghana can purchase a set of Application forms online for US $100.00 (One Hundred Dollars).

Application into the Distance Learning Programme for the 2020/2021 Academic Year is strictly by the ONLINE application mode.

University of Education Winneba (UEW) distance education

All qualified individuals can apply for admission to the University of Education, Winneba's distance education programmes for the 2024/2025 academic year. The following are the requirements for the distance education programmes.

How to apply for UEW distance education admission

To submit your application effectively, make sure you have an active email account, a mobile phone number  and soft copies of your results slip/transcripts, national identity card, certificates, passport photo, birth certificate (for adult applicants only), and any other papers required to support your application. To apply for UEW distance education,

• Log in to the UEW distance education admission portal and select your entry method: regular/full-time, sandwich, distance, or postgraduate.
• After you select your entry mode, you will be redirected to buy your application voucher.
• You have two options for paying for the form: mobile money and a Visa/Master card.
• Visit the website to purchase the form online using the MTN, VodaCash, and AirtelTigo mobile money systems.
• To acquire the form on all mobile networks in Ghana, use the shortcode *887*9#.
• You can also purchase vouchers from Prudential Bank, Zenith Bank, Access Bank, ADB Bank, GCB Bank, and Republic Bank.

The UEW distance learning admissions list can be accessed online. To confirm their admission status correctly, candidates should use their application voucher online, following the same steps as when completing the application forms.

UEW requirements

If you are interested in attending the University of Education Winneba as a distance learner, here are the admission requirements for the distance education programme.

For the diploma in primary education, candidates must have at least one of the following qualifications:

• WASSCE holders: The applicant must have received credit passes (A1-D7) in three key subjects, including English and mathematics. They should also have (A1-C6) in three elective subjects appropriate to the programme of interest.
• SSSCE holders: The candidate must have received credit passes (A-D) in six subjects, including three primary subjects, mathematics and English language, and three optional subjects related to the programme of interest.
• Mature candidates must be 25 or older and have a teacher's Certificate 'A' from a recognised educational institution or college.

Applicants for the diploma in early elementary education must have any of the following qualifications:

• WASSCE: Holders should have passes (A1-D7) in three subjects: English language, mathematics, and integrated science/social studies, along with credits (A1-C6) in any three electives.
• SSSCE: Holders should have credits A to D in six subjects, including three major areas: Mathematics, English language, and integrated science/social studies, as well as any three optional subjects.
• Mature candidates must be at least 25 years old.

For the diploma in education, all applicants must hold at least one of the following qualities:

• A bachelor's degree in any appropriate subject of study.
• A tertiary Diploma, Higher National Diploma (HND), or comparable qualification from any approved tertiary institution
• An Advanced/Part III Certificate in a trade field.

Note: This programme is only available through direct entry. Admission to this curriculum cannot be obtained solely through the Diploma in Business Studies (DBS) certification.

• Applicants for the Bachelor of Education in Basic Education (Upper Primary Option) must have at least one of the following qualifications:
• WASSCE with credits A1 to C6 in six disciplines, comprising three fundamental subjects: Mathematics, English language, and integrated science/social studies, and three optional subjects.
• SSSCE with credits A to D in six subjects, including three primary subjects, mathematics, English language, integrated science or social studies and three electives.
• Mature candidates must be 25 years or older and hold a Diploma in Basic Education (DBE) diploma from a reputable higher institution. They will be enrolled at Level 300 of the programme and will study for two years.
• Tertiary Diploma Certificate Holders of any approved college or university will be put at level 200 of the programme except those holding the DBE credential. This excludes holders of a Diploma in Business Studies (DBS).

• The entry criteria are the same as items (i) through (v) of the Bachelor of Education in Basic Education degree (Upper Primary Option).

• Diploma in Early Childhood Education (DECE) certificate holders from any approved postsecondary institution will be assigned to Level 300 of the program. They will pursue the course for two years.
• Certificate of Tertiary Diploma Holders from any accredited postsecondary school, except the DECE certificate, will be positioned at the programme's level 200. They are required to complete the programme over three years.

Note: Holders of a Diploma in Business Studies (DBS) are omitted.

The candidate's entry requirements for the Bachelor of Arts in English Language Education are as follows:

Emmanuel Agyei-Poku: Former YEN Ghana staff acquires master's degree from Ohio University.

• WASSCE candidates must have credits A1 to C6 in six subjects, three of which are basic: integrated science or social studies, English language, and mathematics, along with credits A1 to C6 in three optional subjects, including literature in English.
• Tertiary Diploma graduates from any approved tertiary institution who achieved at least a credit score in Literature-in-English at SSSCE or WASSCE will be excluded from taking the mature admission examination.
• These candidates will be assigned to Level 100 of the four-year programme. This excludes holders of the Diploma in Business Studies. Candidates must be at least 25 years old.
• SSSCE candidates must have credits A to D in six subjects and three primary disciplines: mathematics, English language, integrated science, or social studies. They must also have credits A to D in three optional subjects, including literature in English.

DEFINITION OF TERMS

• Direct Applicants:  Applicants who possess the requirements for admission and are selected on the strength of their WASCE/SSSCE/School certificates. They are usually  not  required to write the university’s entrance examination before being admitted.
• Mature Applicants:  Applicants who do not possess the requirements for direct entry and are therefore required to pass the university’s entrance examination {General Aptitude Test (GAT) and Subject Area Test (SAT) papers}. Such applicants must:

(i) Be at least 25 years by 3 1st   October  2023 , and show proof of their age with any National ID card (SSNIT, Voter ID, Passport, Drivers’ License)  and  a birth certificate or any legitimate documentary proof of date of birth which must be at least five years old at the time of application.

(ii) have a minimum of  WASSCE/ SSSCE/GCE  Certificate or DBS/RSA Certificate or an equivalent qualification .

• pass the UEW Entrance Exam in both the General Aptitude Test (GAT) and Subject Area Test (SAT).
• Post Diploma Applicants:  Tertiary Diploma Certificate holders in relevant subject areas seeking admission for a degree programme in their previous areas/fields of study. This excludes DBS holders.
• Post Graduate Applicants:  Applicants seeking admission for the Post Graduate Diploma in Education and Master’s Degree programmes must possess a first degree in a relevant area.

An applicant seeking admission through the Mature Entry mode to the University of Education, Winneba must:

• Be Twenty-Five (25) years of age by 31st October 2023 (A proof of age document like a birth certificate and Ghana Card would be required
• Pass an Entrance Examination in General Aptitude Test (GAT) and Subject Area Test (SAT) to be organized by the University. However, Mature applicants seeking admission to pursue Special Education would also be required to pass another SAT

The cost of the application forms for admission to distance programmes are as follows:

• Post-Diploma Applicants  –  Gh¢255.00 (Two Hundred and Fifty Five Ghana Cedis )
• Direct Applicants –    Gh¢255.00 (Two Hundred and Fifty Five Ghana Cedis )
• Mature Applicants  –  Gh¢405.00 (Four Hundred and Five Ghana Cedis  –  this includes the cost for the entrance exams to be organized by the University )
• Post Graduate Applicants –  Gh¢325.00 (Three hundred and twenty-five Ghana Cedis)
• Foreign Applicants and Ghanaian Applicants outside Ghana can purchase a set of Application forms online for  US $100.00 (One Hundred Dollars) .

SUBMISSION OF COMPLETED APPLICATION FORMS

The closing date for the submission of completed Application Forms is 30th August 2023  (for Mature Applicants) and Friday,  31st December 2023  (for Direct & Post Diploma Applicants).

• All certificates were other than those from the West African Examination Council (WAEC), the Universities in Ghana and Institutions accredited by the Ghana Tertiary Education Commission should be cleared with the Ghana Tertiary Education Commission and the evaluation report attached to the Application Forms.
• For applicants who have changed their names on marital grounds, only those that have been published in the Gazette will be accepted. Applicants should endeavour to attach the relevant pages of the Gazette Publication where their name appears to the application form.
• Names should be written in full (i.e. initials are not acceptable). Where applicants have initials or abbreviated names on previous documents, they should swear an affidavit to explain the initials and attach copies to the application form.
• Applicants with GCE Advanced Level certificate should note that such certificates should not be more than five (5) years old at the time of applying.
• Admissions to all programmes of study at the University of Education, Winneba are transparently administered by the Joint Admissions Board without any other considerations and/or solicitations. Any applicant who makes any form of solicitation to any person or group of persons for the purpose of influencing and/or gaining admission into the university does so at his/her own risk.

How the Education Department Wants to Police Online Education

The department says it needs more data about online education to hold those programs accountable. Institutions say the agency is overcorrecting.

More than half of U.S. students took at least one online class in the 2022–23 academic year. The Education Department is proposing a number of changes to gather more data about how students fare in those courses.

The Education Department wants to collect much more information about distance education courses and the students enrolled in them as part of a broader effort to increase oversight of online programs.

The department’s proposal would require colleges and universities to take attendance in distance education classes, which include those offered online or via correspondence. Institutions also would have to provide more information to the agency about those classes’ enrollment. Additionally, the department proposes to end any asynchronous options for students in online clock-hour programs, which are typically workforce training programs that lead to a certificate.

The proposed changes worry some higher education groups, which say they could hamper innovation, unfairly target online classes and limit access for students who could benefit from the flexibility that online education provides. The department and advocates say the new regulations are needed to ensure oversight of online education—which increased during and following the pandemic—and track the outcomes of students in those programs. In the 2022–23 academic year, about 53 percent of U.S. students enrolled in at least one online course.

Edward Conroy, a senior policy manager at New America, a left-leaning think tank, said the additional data will shed light on whether the programs are effective—and for which students.

“Schools should want this information, because if it’s not proving to be effective, then we need to find ways to improve it,” he said. “I don’t think online education is going away, and so if it’s going to be part of our lives, then we need to make it good.”

The proposals are part of a package of draft regulations that also include provisions to open up a federal college-prep program to undocumented students. The regulations were posted on the Federal Register last week and are open for public comments until Aug. 23. If they are finalized and issued before Nov. 1, they would take effect by July 1 of next year.

With this package and other regulatory changes still in the works , the Biden administration is aiming to better protect students and give them greater control over how their financial aid is used, while increasing oversight regarding colleges. Critics say the changes reflect the Education Department’s growing skepticism of the quality of online education and whether these programs pay off for students.

Jordan DiMaggio, vice president of policy and digital strategy at UPCEA, the online and professional education association, said that the department’s goals are laudable, but this proposal and other actions raise questions about the agency’s motivations.

“There’s questions on whether the department is truly focused on protecting students’ outcomes and taxpayer dollars,” he said. “Or do they kind of reveal an antiquated bias against online education that’s framed by some suspicion and distrust of the field as a whole?”

He added that the department’s rationale for some of the changes seems to be rooted in the assumption that online education is bad—and is drawing from data from the early days of the pandemic, when universities quickly switched to remote instruction.

“It sort of feels like using last month’s weather forecast to plan today’s outfit,” he said. “We’re looking at the worst of the worst in a time when [some] institutions had no idea how to teach online … We’re in a vastly different place.”

What the Department Wants to Change

The department says it’s simply trying to ensure that students are getting what they pay for with distance education programs. The various changes will help the department “better measure and account for student outcomes, improve oversight over distance education and ensure students are receiving effective education,” according to the proposed regulations. One big change: Colleges would be required to create a virtual location to house all their programs that are offered entirely online or through correspondence, which would not have to be approved by accreditors or state officials. ( Note: This paragraph originally stated that accreditors and state officials have to approve new virtual locations, and has been corrected to reflect that they do not. )

In 2022–23, a little over 3,700 institutions of higher education offered at least one distance education course. But current federal reporting requirements don’t distinguish between on-campus programs and those offered online or in a hybrid format. The department also can’t tell how much federal financial aid is going specifically to distance education programs. To address that information gap, the department is proposing new reporting requirements related to distance education enrollment along with the virtual location.

The reporting requirements would require colleges to break down whether students enrolled in a distance education course are fully online or hybrid, though the specific details have yet to be determined.

Next, all distance education courses will have to take attendance as part of a proposal to more accurately determine when a student withdraws from a program, except for doctoral dissertation research courses. That withdrawal date is key to calculating how much federal financial aid should be returned to the government by either the institution or the student. The department says the proposal will help students better pay down any balance owed after they withdraw while simplifying the calculation for institutions.

DiMaggio and others said that implementing the attendance requirement will be complicated and likely require more systematic changes to institutions’ learning management systems and other software. The department is underestimating the difficulty institutions will face in complying, they say.

The department expects an institution to spend about 10 hours to initially implement the attendance requirement and then about 10 minutes a day to capture the necessary information for their records. The agency estimates that about half of the institutions offering distance education courses are already taking attendance.

“Institutions can often easily determine when students stop attending because a school’s systems can often identify when students submit assignments or interact with instructors and students during lectures and course discussions,” officials wrote.

DiMaggio said he doesn’t think that’s the case. “And many of our institutions have indicated to us that that’s not the case,” he added.

Another key change in this package rolls back a 2020 rule change that allowed asynchronous learning activities—such as watching a prerecorded video—to count toward the required number of clock hours in a distance education course. Clock-hour programs tend to be shorter term and career focused, requiring hands-on instruction to prepare students for employment in a certain field.

The 2020 change “puts students and taxpayers at risk,” officials wrote in the proposed rule, citing its oversight and compliance activities. Officials added that “asynchronous learning in clock-hour programs has often consisted of playing videos, reading assignments or scrolling through pages,” which results in a “substandard education” for students. Additionally, students have told the agency that a lack of direct engagement with instructors “hampered their ability to obtain the skills necessary to pass certification exams or obtain a job in their field.”

The department believes that “very few institutions” would be affected, though it doesn’t have data about how many programs include asynchronous elements.

Conroy of New America said that the changes to the distance education regulations reflect the “huge shift in how people go through higher education.” That includes more students enrolling in a mix of in-person and online classes.

“If that’s going to be a big part of how higher education is delivered, we need to know what’s happening with it, and we need to be able to provide students who enroll solely online with similar or the same protections if something goes sideways, as we do for students who enroll in person,” he said.

‘Needs to Be a Better Solution’

Critics of the proposal say that the department is making unnecessary and sweeping decisions in response to some bad practices, particularly when it comes to the changes to asynchronous learning activities in clock-hour programs.

“They’re right that there’s some really bad practices out there, but they’ve also said themselves that there are institutions that have spent a lot of money and spent a lot of time and effort in order to make sure that they’re right,” said Russell Poulin, executive director of the Western Interstate Commission for Higher Education’s Cooperative for Educational Technologies, or WCET. “There needs to be a better solution than this one.”

Poulin and others at WCET say the proposed changes will make it more complicated for institutions to offer distance education rather than simplifying processes. For example, complying with the attendance requirement is more complicated than just “counting noses.” For distance education, it’s not just a question of whether a student showed up or logged in but also whether they participated in the class. That would have to be determined by the faculty member reviewing a student’s file, they said, and measures of academic engagement could vary depending on how the class is structured.

“There are loads of little processes that get put into this that’s far from simplification,” Poulin said.

Emmanual Guillory, senior director of government relations at the American Council on Education, said that eliminating asynchronous instruction in the clock-hour programs could hinder students considered nontraditional, such as parents.

“Because they can do it at their own pace,” he said. “They’re working two or three jobs. They’re trying to support their families in whatever ways, and they don’t have the luxury to have a carved-out time every week to go sit in the classroom with their peers and learn. What you’re doing is you are limiting the ability of these students to access postsecondary education by using student aid funding, and this could have a huge impact on low-income students.”

Guillory added that the other changes, from the attendance requirement to the virtual location, will likely mean that colleges—some of which are already underresourced—will have to expend more resources and manpower to comply.

“It just adds more stress and burden upon the men and women on our campuses that are really trying to best produce quality academic programming, ensure teaching and learning on campuses, and it’s just more red tape that they have to deal with,” he said.
