DepEd Action Research Topics and Sample Titles

DepEd Action Research is a process of systematic, reflective inquiry to improve educational practices or resolve problems in any operating unit (i.e. school, classroom, office).

The research topic/area should be taken from Basic Education Research Agenda under the following themes: teaching and learning, child protection, human resource development, and governance themes: disaster risk reduction management, gender and development, and inclusive education.

Areas of Research

The area of research differs based on the levels of governance. All research proposals must be anchored on the following thematic areas:

• improving access to education
• improving the quality of education
• improving governance

Table 1 below outlines the areas of research that the National, Regional Office, Division Office, and school shall undertake.

DepEd Research Proposals should also follow the prescribed outline/format stipulated in the Research Management Guidelines.

Proponent/s (maximum of three) along with his/her or their proposal should submit the following documents to the Schools Division Research Committee (SDRC) for final evaluation using the rubrics attached:

ACCEPTANCE AND APPROVAL SHEET

Research proposal application form and endorsement of immediate supervisor, declaration of absence of conflict of interest, declaration of anti-plagiarism, sample deped action research topics and titles.

All DepEd Action Research to be conducted must be related to the nature of work, would improve teaching and learning, access and school governance, and matters arising from the SIP analysis and Learning Action Cells sessions that require further investigation.

Psychology and Education

The research provides an important examination of the financial management practices within the educational sector. The study’s focus on school heads in the Jalajala District is particularly relevant, as effective financial management is critical for the efficient operation and improvement of schools. School heads have the complex task of matching available resources, monetary and human, with their educational initiatives as guided by state’s laws and regulations. Data were obtained from 11 school heads of the Department of Education, Schools Division of Rizal, Jalajala District through survey questionnaire. The results revealed that majority of the participants are from Elementary Schools (73%) with more than 41 hours of training in financial management (37%), mostly of more than 6 years serving as school and (46%) and with Doctoral degree (46%). Majority of the schools heads (91%) have high compliance in all aspect of financial management system. This implies that schools can achieve high compliance results in financial management system regardless of the professional profile of the school head as the findings revealed no significant differences on the level of financial management system in all 5 aspects in terms of the school heads profile. The findings offer valuable insights into the strengths and weaknesses of the current financial management systems, highlighting areas where school heads excel and where improvements are needed. However, the study would benefit from a more in-depth analysis of the external factors influencing financial management practices, such as policy changes or economic conditions. Additionally, including case studies or examples of best practices from other districts could provide a more holistic view and actionable recommendations. Overall, this research makes a significant contribution to the field of educational administration and offers practical suggestions for enhancing financial management practices among school heads in the Jalajala District.

Educational finance refers to the government and other educational stakeholders e.g. organization process by which incomes are created, dispersed, extended and used for the operational and capital support of the educational systems, which include teaching/learning, learning resources, infrastructure, extension, society service, and research and innovation engagements. In other, educational economy refers the economic issues that have direct or indirect effects on educational process; including demand and supply concepts in education, and the strong relations of financing with provision of education. (Guthrie, 2017). Historically, the educational finance became major issue in the middle of nineteenth century in different perspectives. As the other disciplines of education, the educational finance was neglected in some extent before 19th century and afterword, it took its growing in the minds of the educational scholars and lastly, it was considered paramount in any educational institution and the country at large. (Anne Berg, 2015). As Hough (1993) there is a clearly great difference between the definitions of financial management in business and commerce with the financial management of an educational institution. He mention that it cannot be applied the definition of financial management in business to financial management in education. He added that” there is immediate apparent differences in policy, which are rarely, if ever, applied to any aspects of education”.

The main objective of this study was to evaluate the effectiveness of school heads’ financial management skills in the provision of quality education in secondary schools. This study explored secondary data by reviewing documents and literature materials from online publications and libraries to attain the intended purpose of the study. The study found out that financial management skills such as mobilizing school funds, monitoring, evaluation of budget, and auditing skills were essential for school financial management. The study also found that most of the school heads possess insufficient skills in financial management as school managers. This study investigated the extent of SBG’s and principals’ financial responsibilities and whether or not they are aware of and properly equipped to undertake financial management in their schools. This study found that the challenges include a lack of effective training of principals and SGB members, especially treasurers, by district-based personnel who themselves often lack financial literacy and basic knowledge of bookkeeping. Since financial management and skills play a significant role in improving educationand enhancing effective decision-making at all levels of school governance, the study recommends regular and thorough training of school principals and other SGB members. It also suggests the permanent placement of auditors at District offices to audit schools’ books each quarter. Other recommendations include that Department of Education’saudit processes should demand verifiable evidence to justify any expenditure.

This research uses a qualitative approach with the type of case study, taking the research location at the Islamic Senior High School Ukhuwah Banjarmasin. This study intended comparing the financial management competence of selected and promoted school principals (heads). It was quantitative and comparative in nature. The population was principals of government high schools in Upper Punjab. Purposive sampling technique was applied for sampling the size of 213 school heads from district Sahiwal. A selfdeveloped questionnaire comprising 34 items was used to collect data. The reliability of the questionnaire was found to be .82. Data were analyzed using advanced statistics using SPSS. The study assessed the financial management practice of the HPS for administering its financial resources within its structure.. The study was conducted based on purposively selecting haramaya primary school. Non-probability sampling of purposive sampling method was used to draw samples from the population. Questionnaire was distributed to 50 teachers and 30 PTA; interview was conducted with two higher officials of the school; secondary data such as consolidated financial statements, financial manual, and constitution of the school were used for analysis. The elements of financial management such as accounting records, financial planning, financial policy and organizational philosophy, financial reporting and monitoring and internal control activities were assessed in order to study financial management practice of the HPS. The data was analyzed by using SPSS through descriptive statistics and the finding of the study indicated that the major challenges of the financial management practice of the HPS are absence of cash flow statement for reporting, financial policy weakness in using modified cash base instead of following international and nationally accepted financial policies, insufficient number of professional accountants, unclear revenue source and fund uses in the lower level structure, lack of periodical comparison of plan versus actual budget, risk of not audited financial statements, inconsistency with ethical values in few areas, lower risk assessment duties, absence of internal audit activities, and absence of account reconciliations. The study recommends adoption of new financial standards, introduction of cash flow statement, addressing of risk assessment elements of the school, introduction & strengthening of internal audits, and concerned body of religious organizations and financial policy and standard setting bodies in Ethiopia to establish institution that confirms schooles are operating with integrity, accountability and transparency.

DepEd calls for research proposals to strengthen BE-LCP under BERF grant

August 26, 2021 – To further strengthen the Basic Education-Learning Continuity Plan (BE-LCP), the Department of Education (DepEd) has announced a call for research proposals in line with the theme Supporting and Assessing Learning Continuity and Mother Tongue-Based Multilingual Education Materials and Development.

“As we are nearing the opening of our School Year 2021-2022, we need to reinforce and strengthen our current BE-LCP. Research is vital for us to keep moving forward and evolving. This initiative will help DepEd address pressing issues that we are encountering, especially in relation to the delivery of quality of education,” Education Secretary Leonor Magtolis-Briones said.

DepEd, through the Policy Research and Development Division (PRDD) under Planning Service (PS), has opened its submission of research proposals to reinforce the link of research to education processes through utilization, dissemination, and advocacies.

The chosen proposal will be given a grant of up to P500,000, which will be distributed in three (3) tranches, under the Basic Education Research Fund (BERF). The initiative aims to improve the policies, programs, and activities relevant to the implementation of the BE-LCP.

In support of the BE-LCP, there are seven areas of priority identified for the research; (1) Most Essential Learning Competencies; (2) Implementation of multiple learning delivery modalities/ improved learning environment; (3) Preparing teachers and school leaders/ teacher upskilling and reskilling; (4) Health standards in school and workplace; (5) Reconfiguration of annual opening activities and partnerships; (6) Finance, procurement, and delivery; and (7) Monitoring, evaluation, and adjustments.

“In this call for national research, we would like to specifically invite everyone [to conduct] research on specific areas that were identified in our call for proposals,” Planning Service Director Roger B. Masapol noted during the virtual orientation for the research proposals held on July 29, 2021.

To be eligible for the grant, applicants, whether teaching or non-teaching personnel, should hold a regular job position in the Department, should not have any pending administrative cases, and should not have yet availed the grant for the current year. Each team can only have a maximum of three (3) members.

“We hope everyone will participate and submit their proposal. The intention will be to help DepEd build the evidence so that we can further craft better policies that will address the pressing problems that we are currently facing,” added Dir. Masapol.

PRRD encouraged personnel from different field offices and DepEd Central Office to cultivate more inclusive research, drawing from the grassroots of the Department to improve the quality of education in all corners of the country.

Submissions of the soft copy of the proposals are until August 29, 2021.
