Vendor Relations and Invoice Processing:

  • Foster communication with the Controller and AP team for seamless collaboration on vendor relations and invoice processing.
  • Ensure accurate A/P invoice and expense report processing with diligent discrepancy resolution.
  • Efficiently manage check runs and ACH payments for timely fund disbursement, addressing payment issues proactively.
  • Maintain an organized vendor W-9 records repository for regulatory compliance and swift audit response.

Financial Record Integrity:

  • Conduct monthly GL reconciliations and address discrepancies.

The California Department of Public Health (CDPH) is dedicated to advancing the health and well-being of California’s diverse people and communities. The Financial Management Branch (FMB), within the CDPH Administration Division, is responsible for the preparation, analysis and management of the Department’s budget, maintenance of accounting records and financial data, and acts as the liaison with the Department of Finance (DOF), Legislative Analyst’s Office, Legislative Budget staff, and the federal government on budget and fiscal matters affecting the Department.

This position supports CDPH’s mission and strategic plan by serving as the staff specialist for the most highly-complex fiscal activities and professional accounting work for the Accounts Payable unit. This includes processing month-end closing (MEC) and Year-End functions in Financial Information system for California (FI$Cal) which includes reviewing and analyzing various complex FI$Cal report for the Accounts Payable Unit. This position independently performs the most highly-complex analysis and research of all the outstanding issues and prepare a daily and monthly summary report for management with recommendations to resolve all the outstanding items and errors. The Accounting Administrator I Specialist (AAI Specialist) interprets Payables rules and polices to employees and stakeholders according to California Code and Regulation (CCR), California Department of Human Resources (CalHR), and Department of General Services (DGS). Act as a lead for the special projects assigned to the Accounts Payable Unit and first-level help desk and technical support to users within the Department for any related invoice tracking/portal issues. Review year-end closing deadline in conjunction with State Treasurer’s Office (STO), State Controller’s Office (SCO), and FI$Cal deadlines.

The candidate works under the direction of the Accounting Administrator II (Supervisor) of the Accounts Payable Team.

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of accounting principles and procedures
  • Knowledge and experience with Accounts Payable and Purchase Orders and/or Contract Agreements
  • Knowledge and experience with reconciliations and year-end close activities
  • Ability to be flexible in a complex environment with multiple priorities.

  • Above-average knowledge and experience with Microsoft Office, including spreadsheet and database training/experience.
  • Knowledge and experience with governmental accounting principles, methods, and procedures
  • Knowledge and experience with Fi$Cal and year-end close activities, including accruals.

Job Summary:

The mission of the Division of Business Services (DoBS) is to support UW-Madison's institutional responsibilities of higher education and research. Business Services offers a broad range of services and transaction processing to campus, including accounting, internal auditing, risk management, purchasing, materials distribution and surplus property management, and tuition and student loan services. Located in the Division of Business Services, Accounting Services provides financial services and management for UW-Madison, including the processing and reporting of accounting data. The department develops and implements financial policies and procedures for university-wide business processes for compliance with tax laws and other Federal and State regulations. The Financial Specialist III position supports the Accounts Payable area within the Division of Business Services at UW-Madison. This position independently audits invoices requiring a high level of knowledge and expertise and works daily with a wide variety of funding sources. This position is responsible for entering the invoice payment data into ShopUW+, researching, resolving and responding to payment-related questions by providing advice, interpretation and information on rules and regulations to UW-Madison department staff, Accounting Services staff, Purchasing Services staff, and UWS Pre-Audit staff. This position reconciles transactions and recommends controls and process improvements and troubleshoots complex financial errors.

  • 25% Monitors financial transactions and fund balances and generates and reconciles complex reports and statements in accordance with established rules and regulations
  • 15% Reviews and approves complex transactions and assigns funding codes in accordance with established rules, regulations, and policies
  • 10% Reallocates expenses to appropriate funding strings
  • 15% Drafts communications and reports and maintains organization of varied records to provide administrative support within a specified work unit
  • 15% Answers complex fiscal questions and provides information based on set materials and standards to various audiences
  • 10% Reviews transaction processing internal controls and recommends policies and procedures
  • 5% Serve as a unit liaison to leadership providing financial advice, recommendations, and financial status updates
  • 5% May train staff on financial processes and best practices
