Here comes the "most exciting committee" in Congress

House Oversight Chair James Comer (R-Ky.) is excited about the additions of firebrand Reps. Marjorie Taylor Greene, Paul Gosar and Lauren Boebert, telling Axios "it's probably the most exciting committee" in congressional history.

Why it matters: Comer admitted in an interview on Friday, before the revelation of classified documents at former VP Mike Pence's home, that the committee has earned a less-than-credible reputation, which he says he wants to amend.

  • Progressive voices such as Reps. Alexandria Ocasio-Cortez (D-N.Y), Rashida Tlaib (D-Mich.) and Ayanna Pressley (D-Mass.) currently sit on Oversight, Comer pointed out.
  • This creates the potential for clashes, depending on Democrats' final committee assignments.

What they're saying: "I'm amused that the White House has been so critical, especially considering that the majority of the squad is on the House Oversight Committee on their side," Comer told Axios in a phone interview.

  • The White House chastised Republicans for the Oversight picks.
  • "It appears that House Republicans have handed over the keys to the most extreme MAGA members of the Republican caucus," said Press Secretary Karine Jean-Pierre said Wednesday.

Between the lines: Comer told Axios he has already spoken with most of the members, and he's repeatedly said he wants the committee to be credible and substantive.

  • "[W]e're not going to put anything on Oversight Committee stationary unless we have the facts to back it up," he said.

What to watch: House Republicans will push to reform the National Archives, Comer told Axios, after both President Biden and former President Trump's classified document scandals.

  • Comer said NARA has not provided him briefings on the classified document situation with Biden or Trump — despite requesting both.
  • "I think we would all agree there's a problem with how documents leave the presidency and vice presidency and follow the ex presidents and vice presidents to the private sector," the chairman said.
  • He added the National Archives will have an opportunity to explain and defend itself, but, "One thing that you can rest assured, when all this is said and done, there's going to be a major effort to reform the National Archives."

On the potential for subpoenaing Hunter Biden, Comer said all options were on the table, but "right now, there's no reason to bring Joe Biden or Hunter Biden in front of the committee."

  • "We're in the preliminary stages of getting our financial information that we've requested," Comer said.
  • "We've been communicating with several whistleblowers and former associates of Hunter Biden and once we get enough information to where we believe we can proceed with a hearing, then we'll certainly do that," he added.

The bottom line: Republicans on the House Oversight Committee have sent more letters to the Biden administration since 2021 than any other panel, Axios' Sophia Cai has reported.

Comer tapped to serve as top Republican on House Oversight

Rep.  James Comer  (R-Ky.) was tapped Monday to take over as the top Republican on the powerful House Oversight and Reform Committee from former Rep.  Mark Meadows  (R-N.C.), who is now  President Trump 's chief of staff.

Comer edged out Rep.  Jody Hice  (R-Ga.), the most senior member on the panel and one of the leading voices in the conservative House Freedom Caucus, and Rep.  Mark Green  (R-Tenn.), a first-term member and veteran of the Iraq and Afghanistan wars.

The Kentucky Republican is slated to fill the seat previously held by Meadows, who vacated the role after he was named White House chief of staff earlier this year.

Comer, a second-term lawmaker, has been an active member on the Oversight and Reform Committee, serving as the top Republican on its Subcommittee on the Environment. Before Congress, he served as the agriculture commissioner of Kentucky. 

The Oversight and Reform Committee — the main investigative panel in the lower chamber — is one of the most influential committees in Congress, holding jurisdiction over a broad range of issues and one of just three standing committees that holds the authority to authorize subpoenas under House rules.

Comer was elected to the position by the House Republican Steering Committee, which consists of top Republican lawmakers and is tasked with determining committee assignments.

Minority Leader  Kevin McCarthy  (R-Calif.) and Minority Whip  Steve Scalise  (R-La.) hold the most power on the Steering Committee, with McCarthy counting for four votes and Scalise counting for two; the rest of its 29 members are allotted one vote each.

Comer said he is ready to hit the ground running as he assumes his new role. 

“I just made the pitch that I'll be focused like a laser on waste, fraud and abuse. I'm not out there to try to focus on throwing red meat and one-liners to try to get in the press. I'm focused on trying to get real government reform. And I'm gonna do everything in my ability to defend anyone who's been mistreated or falsely accused on the Oversight Committee,” he told The Hill in an interview.  

“I believe our role should be to seek the truth and that's what I'm going to do as ranking member and I'm blessed to have a great committee — that's a committee filled with a lot of fighters and a lot of institutional knowledge.”

Comer said since being selected to assume the role, he has already spoken with Oversight Chairwoman  Carolyn Maloney  (D-N.Y.) and is the process of setting up meetings with members to discuss future plans as he settles into his new position. 

“I'm obviously very excited, I appreciate the confidence the Steering Committee had in me. We're busy setting meetings now with members of the Oversight Committee, I'm going to their offices and we'll sit down, I’ll take notes, listen to everybody on the committee,” he also told The Hil.  

“I’ve already met with Chairwoman Maloney on the floor. We had a great very cordial conversation about moving forward and trying to see if there are any areas where we can have some type of bipartisan agreement. But, you know, replacing  Jim Jordan , I feel like the poor guy that's gonna be the starting quarterback for the New England Patriots replacing Tom Brady, but, we're excited and ready to go.”

Since Comer is assuming the position more than halfway through the 116th Congress, he will be eligible to serve as the top Republican on the committee for an additional three full terms under the House GOP’s rules.

The position has previously been held by some of Trump’s top attack dogs in the House, with GOP members on the panel playing a pivotal role in defending the president during impeachment proceedings.

Meadows was the top Oversight Republican for a very brief period. He assumed the role shortly after Rep. Jim Jordan (R-Ohio) was shifted to lead Republicans on the House Judiciary Committee after Rep.  Doug Collins  (R-Ga.), the former ranking member on the Judiciary Committee, stepped down from the position after announcing his Senate bid in February.

In addition to choosing the new ranking member of the Oversight Committee, the Steering Committee opted to place Rep.  Gary Palmer  (R-Ala.) back on the panel. Palmer, the House GOP's policy chairman, previously sat on the committee during the 115th Congress.

Congressional Caucus on Prescription Drug Abuse, Co-Founder and Co-Chair As a long-time advocate for multi-tiered solutions to the ever-growing epidemic that has wrought havoc on communities large and small, Rogers co-founded the Congressional Caucus on Prescription Drug Abuse with Congresswoman Mary Bono Mack.  This caucus aims to unite like-minded policy-makers in raising awareness of abuse, while working towards innovative and effective policy solutions incorporating treatment, prevention, law enforcement and research.

Congressional Coal Caucus This bi-partisan caucus was created to promote awareness of the country’s most abundant and affordable supply of energy, the hundreds of thousands of American jobs dependent on the industry, and the new technologies on the horizon to make coal use cleaner and safer.  Rogers has long supported the responsible, safe and efficient mining and use of coal, as nearly one-third of all the coal mines in the country are in Kentucky, more than in any other State, making coal a vital component of southern and eastern Kentucky’s economy.    Today, the Fifth Congressional District is home to nearly 500 mining operations and over 17,000 mine operators and contractors. Thousands of additional jobs are directly tied to the industry in the region.  The Commonwealth gets over 90% of its electricity from coal, keeping rates affordable for families and industry.

Congressional Sportsmen Caucus Founded in 1989, this bi-partisan caucus aims to maintain and increase the public’s engagement and participation in outdoor activities, particularly hunting, fishing, and shooting sports. The caucus promotes policies and legislative initiatives that protect the rights of hunters, trappers and anglers (particularly those guaranteed under the Second Amendment).

Congressional Pro-Life Caucus Rogers has been unwavering in his protection of the rights of the unborn.  This caucus provides Members with timely information about pro-life issues in pending legislation and coordinates with pro-life groups around the country.

Congressional Rural Caucus and Congressional Rural Health Caucus The bi-partisan Congressional Rural Caucus keeps members informed about issues and legislation affecting rural districts, with a particular emphasis on rural healthcare, education, and agriculture.  Given the recent attention paid to health care policy, the Congressional Rural Health Caucus focuses more narrowly on developments pertinent to rural hospitals and health care providers.

National Guard and Reserve Caucus Our nation is a safer place because of the sacrifices our brave men and women in uniform have made. As a former member of the Kentucky National Guard, Rogers has always supported programs that serve their best interests.  The National Guard and Reserve Caucus places a particular emphasis on issues facing our men and women serving in this capacity.

Congressional Caucus to Fight and Control Meth The bi-partisan Congressional Caucus works to educate Members of Congress, their staff and the American public about the growing lethal threat that meth abuse and production poses to all facets of our communities. Chairman James Comer

James Comer is Chairman of the House Oversight Committee. He previously served as Ranking Member of the Oversight Committee from June 2020 to December 2022. He aggressively advocates for reducing waste, fraud and abuse in government and works tirelessly to reduce burdensome regulations and boost government transparency and accountability..

Comer was elected to Congress in 2016 to represent the 1st Congressional District of Kentucky. He grew up in Monroe County, KY and attended Western Kentucky University to study agriculture. Shortly thereafter, Comer entered the business world, taking out a loan and purchasing his farm.

In 2000, Comer was elected to serve the first of six terms in the Kentucky House of Representatives. With a reputation for a solid work ethic and conservative values, he was named National Republican Freshman Legislator of the Year during his first term.

Comer was elected to serve as Kentucky’s Commissioner of Agriculture in 2011, and inherited growing problems at the Kentucky Department of Agriculture. He immediately set out to work in a bipartisan way to clean up scandal, restore confidence, and crack down on waste, fraud, and abuse at the agency. Comer spearheaded initiatives to grow Kentucky’s rural economy and increase opportunities for Kentucky farmers, while also standing up for taxpayers by selling unneeded equipment and returning money to the state treasury.

In addition to serving as Ranking Member of the House Committee Oversight, he is also a member of the House Committee on Education and Labor.
